This is supervisory and administrative work managing a specialty use facility such as a sports complex, gymnastics and dance center, or fitness related facility.

Nature Of Work

Under general supervision, an employee in this class is responsible for the efficient supervision, operation, maintenance, and programming of a specialty use facility. Work is of more than average difficulty and requires reasonable initiative, independent judgment, tact, and courtesy. Work entails extensive contact with the public and community organizations. This position requires knowledge of community needs and how to service those needs efficiently and effectively, and the ability to establish strong relationships. Employees are required to work flexible hours. Work is performed under the direct supervision of a Team Supervisor and is reviewed through conferences, reports, and results achieved.  Work requires an understanding of sports, gymnastics and/or dance or fitness related developmental curriculum. 

Examples of Duties

Plans, organizes, coordinates, and supervises programming, custodial and grounds maintenance activities for a special use facility.

Assigns, schedules, trains, supervises, and review the work of subordinates; completes performance evaluations; administers discipline when required; recommends hiring, promotions, and transfers; responds to grievances; interprets rules, regulation, policies and procedures for staff; plans and conducts staff meetings.

Ensures compliance with applicable safety, maintenance and programming practices and standards.

Collects, tracks, and deposits fees; manages attendance and financial records.

Coordinates the provision of resources including supplies, tools and equipment.

Solicits active interest, participation and the support of neighborhood and community groups; organizes, promotes and evaluates programs, classes, and special events designed to meet community needs.

Creates and promotes a team atmosphere within the department.

Supervises class and/or team instructors/coaches; works directly with site and team supervisors to plan, organize, coordinates and supervise programming and curriculum for activities occurring at the complex as well as special events, competitions, camps and clinics. Trains and oversees the development of athletes, mentors staff and provided in-service staff training.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of and the ability to implement: appropriate practices, methods, and techniques of parks and recreation maintenance and programming.

Knowledge of: proper cash management practices, writing reports.

Ability to: maintain proper records; prepare and interpret written reports and impart them effectively; coordinate with public and private groups to develop partnerships; plan, assign, coordinate, supervise, and review the work of subordinate personnel; establish and maintain effective working relationships with subordinate personnel, peers, representatives of other city departments, and the public. Strong verbal and written communications skills. To plan, organize and supervise a specialized recreational activity; stimulate interest and enthusiasm of various age groups in gymnastics, dance and sports activities; organize and direct the work of others; administer first aid;

Instructional Ability: able to demonstrate and lead in the execution of a class and/or team practice or workout, inclusive of beginner through competitive team level gymnastics and/or sports development and fitness.

Minimum Qualifications

Graduation from an accredited high school and two (2) years of college coursework in parks and recreation administration or a related field and three (3) years of experience in public parks and recreation programming and/or maintenance including one (1) year as a lead worker; or graduation from an accredited high school and five (5) years of experience in public parks and recreation programming and/or maintenance including one (1) year as a lead worker. Participation as a collegiate level or professional athlete may be substituted for work experience.

Licenses or Certifications

Possession of a: Standard First Aid Certificate and CPR Certificate within six (6) months of appointment; a valid Florida driver's license may be required; U.S.A. Gymnastics Safety Certification within one (1) year of appointment or equivalent safety certification within a sport specialty.


During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
