Supervises and coordinates a variety of moderately complex refuse collection activities including residential, commercial, and special trash services in a designated area within a district; assigns, supervises, and reviews work activities on a daily basis.
Receives and logs complaints relative to assigned area and takes appropriate action; makes field reviews of work in progress and determines whether assignments have been completed properly and in accordance with policies; prepares oral and written reports.
Determines whether correct service charges for business places and apartment houses are being paid, according to volume of refuse; checks for new expansion in area, as well as for illegal trash piles and special pick-ups; advises immediate supervisor of customers that should be contacted for service changes, expansion, or general advice.
Recommends personnel actions such as employment, promotions, discipline, reprimands, transfers, demotions, suspension, and dismissals; responds to employee grievances; completes employee performance evaluations; approves leaves and training requests.
Assists in coordinating the assignment of collection vehicles based on job priorities and vehicle and equipment availability; authorizes towing of disabled and malfunctioning vehicles to repair facilities; monitors vehicle repairs and availability for re-entering into service; helps identify cases of vehicle abuse and operator neglect; ensures completion of preventive and scheduled maintenance of equipment and performs minor maintenance and repair work; makes recommendations for altering preventive maintenance criteria on vehicles; reviews maintenance schedules to assure sufficient availability of vehicles to cover department responsibility; recommends vehicle/equipment modifications, alterations, and replacement.
Coordinates the performance of maintenance and construction work on department buildings and facilities; supervises and reviews the work of subordinate employees engaged in washing of vehicles, dead animal pick-up, appliance removal, yard clean-up, manual dumping of malfunctioning collection vehicles, dispatching services, and warehousing activities such as receiving, issuing, and storing tools, equipment, supplies, and parts; establishes operating procedures and maintains various sets of inventory control records.
Provides training and assistance in communication equipment operation.
Performs related work as required.
Considerable knowledge of: methods, materials, techniques, and equipment used in a variety of refuse removal activities; the city, its geography and street networks; operation and care of vehicles and equipment utilized in solid waste activities; vehicle maintenance scheduling techniques and procedures.
Working knowledge of: effective supervisory techniques; occupational hazards and safety precautions; construction, assembly, and maintenance requirements of diversified refuse collection vehicles and equipment; materials, supplies, tools, and equipment stored and/or used in solid waste operations; clerical and financial record keeping as employed in warehousing operations.
Ability to: plan, assign, supervise, and review the work of subordinate employees; establish and maintain effective working relationships with employees, officials, and the general public; understand, interpret, and effectively carry out written and oral instructions; maintain records and prepare concise oral and written reports.
