Survey Party Chief

Employees in this class are responsible for performing various supervisory and technical tasks as chief of a survey crew. Work required the application of technical knowledge of surveying methods, equipment, and techniques in the measurement/determination of distances, elevations, areas, angles, land boundaries, property marks and sewer lines, and other features of the earth’s surface. Work is of more than average difficulty and involves applying judgment and skill in supervising the recording of field information. Directs the activities of other party members, assuring that the selected equipment and measuring methods are used, corrections applied, and computations made so that accurate data are obtained. Most work performed involves considerable independence from personal, on-site supervisor. Under general supervision, employees are required to exercise reasonable initiative and independent judgment in making decisions involving work priority and safety considerations and ensuring that prescribed survey procedures are followed by crew members. Work is reviewed while in progress and upon completion for technical adequacy and adherence to guidelines.

Serves as chief-of-party in conducting alignment, construction, installation, detailed, crosssection, and utility surveys as well as surveys through easements; conducts field investigations/ surveys/inspections to collect information/evidence when necessary; conducts follow-up investigations to verify information, resolve problems, assess the impact of services.  

Directs the activities of crew members involved in construction site layout using plans and sketches; determines equipment and measurement methods to be used in describing field information so that accurate data are obtained; directs operation of surveying equipment and establishment of survey points and benchmarks; records field survey notes; calculates distances, grade and elevations in order to set utilities from survey data; performs such arithmetic operations as triangulation and coordinate graphing; prepares as-built information for new construction; prepares sketches of property lines, existing buildings and trees for measurement; checks lines and grades for new construction.

Checks field measurements for accuracy; makes changes in location for such appurtenances as fire hydrants, water valves, manholes, and force mains as necessary; determines elevation to set utilities; directs the taking of final measurements of construction work to determine acceptability.

Provides field survey support for inspection personnel, contractors and engineers; locates and identifies problems in storm sewer lines and decides what remedy should be taken to fix problems; conducts information searches of tax records, deeds, abstracts, office files, court records, aerial photos, private surveys, and other sources as required by departments; researches existing and probable utilities and denotes on plans or plot.

Provides training to subordinate crew members in performance of assigned tasks and operation of surveying instruments/equipment; maintains discipline; drives survey vehicle for transporting crew, material, and instruments/equipment to and from job site; interprets orally technical sketches and blueprints to peers and/or subordinates to facilitate their understanding; reads and interprets blueprints, technical drawings, and diagrams to determine proper interface configurations.

Plans, assigns, supervises, and reviews the work of subordinate survey party members; completes performance evaluations; recommends employment, promotions, transfers, and other personnel actions; administers discipline and serves in the grievance procedure when required; approves leave requests.

Performs related work as required.

 

Considerable knowledge of: basic surveying techniques, methods and procedures; materials, equipment and tools used in conducting a variety of surveys.

Working knowledge of: work hazards and applicable safety precautions; basic geometry.

Some knowledge of: effective supervisory techniques; training techniques.

Ability to: accurately record, organize, and maintain survey data; read and comprehend engineering plans and drawings; perform mathematical computations rapidly and accurately using standard tables and formulas; prepare accurate and complete reports; use/operate standard surveying instruments/equipment; coordinate/direct the activities of other survey personnel; establish and maintain effective working relationships with other employees, officials, and the public; recognize conditions which lead to unsafe work/unacceptable products; identify training needs of lower level surveying personnel; perform work involving a considerable amount of walking, at times in unpleasant weather or conditions; determine the accuracy/completeness of plans, drawings, and specifications; drive a crew cab or vehicle of similar size, where required. 

Graduation from an accredited high school and completion of one (1) year of college with course work in engineering surveying or related subjects with three (3) years of sub-professional experience in surveying; or an equivalent combination of training and experience.

Possession of a valid Florida driver’s license.

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
