Nature Of Work

An employee in this class is responsible for performing specialized duties in the promotion and implementation of MBD programs. Assignments are of more than average difficulty and include performing research and analysis of statistical data and maintaining Affirmative Action/Equal Employment Opportunity Compliance reviews. Employees also perform intake investigations and process information of discrimination in contracting and procurement procedures. Tasks are performed under general supervision and include collecting, analyzing, and documenting data. Employee is expected to possess familiarity with data sources and information relevant to the subject programs. The exercise of reasonable initiative and independent judgment is required in ensuring that data compilation is accomplished in a thorough and accurate manner. Work is reviewed through conferences, reports submitted and results obtained.

Examples of Duties

Serves as citywide functional administrator for Contract Manager software that is used to capture subcontracting payments for all City departments; maintains all documentation and software licensing documentation for Contract Manager and Vendor Enterprise Tracking System (VETS) data systems; supervises Job Order Contracting Services (JOCS) data management for utilization and availability: serves as MBD liaison with Technology & Innovation and maintains MBD website.

Manages citywide collection of Diversity Management Initiative (DMI) documentation for both prime and subcontracting utilization and availability; develops Crystal reports and program evaluation briefs.

Coordinates with subject matter experts and consultants on the highly complex methodologies required to perform disparity analysis for citywide procurement practices to include legal experts and specialized consultants that advise on statistical disparity analysis.

Serves as staff resource to the Small Local Business Enterprise (SLBE) executive committee for implementation of the SLBE Ordinance; develops methodologies for Women/Minority Business Enterprise (WMBE) and SLBE initiatives; formulates solutions for policies relating to diversity management methodologies.

Serves as division team leader coordinating work program of specialists whose responsibilities include analysis and input of DMI, VETS data, and special project support for DMI system.

Provides independent research and configure data systems to manage DMI data tracking and collection; prepares quarterly and annual reports relating to WMBE and SLBE availability and utilization.

Serves as manager’s designee and/or supervisor in absence; assists in developing annual budget for the MBD Office.

Promotes and implements programs and procedures to overcome barriers to effective MBD participation; collects, compiles, sorts, and categorizes information needed for studies and projects; performs research and analysis of statistical data for Affirmative Action/Equal Employment Opportunity compliance reviews and makes recommendations on findings.

Performs intake investigations and processes information of discrimination in contracting and procurement procedures.

Conducts pre-bid/proposal construction conferences in order to facilitate process, exchange information, make reservations, etc.; makes periodic visits to locations to determine adherence to procedures, solves problems; maintains ongoing monitoring of contracts to ensure compliance with city regulations or requirements.

Identifies potential data sources to determine availability and location of needed information; analyzes collected data using computer based systems and verifies accuracy; identifies trends and other indicators present in collected information.

Assists in the preparation of correspondence; coordinates special requests and ensures that appropriate follow through action is taken; develops and prepares brochures and booklets on different facets of EEO programs for distribution and use in training programs.

Reviews federal, state and local laws, regulations and ordinances relating to MBD compliance programs; maintains and updates associated files and logs; conducts compliance audits and assists in mediation and conciliation of complaints; interviews business owners subject to compliance with the city’s program; provides information to the public concerning programs and activities.

Conducts orientations, basic training, and specific project training in order to bring employees or the public up-to-date.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: Affirmative Action and EEOC laws; City of Tampa’s MBD rules, policies, and regulations; municipal procurement practices; data processing applications; methods and techniques of data compilation, analysis and documentation; data sources; research, survey and interview methods and techniques.

Ability to: understand related MBD systems and procedures; effectively utilize computers; modify data programs as needed to effectively process information; review contract agreements to ensure compliance with requirements; effectively communicate with persons of diverse socio-economic backgrounds; collect, assimilate, analyze, and document data; perform basic statistical and other computational tasks; prepare oral and/or written reports and impart them effectively; establish and maintain effective working relationships with others.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business or public administration or a related field and three (3) years of experience in working with Minority Business Development Programs and performing computer based data compilation and statistical analysis or an associate’s degree in business or public administration or a related field and five (5) years of experience in working with Minority Business Development Programs and performing computer based data compilation and statistical analysis; preferably including six (6) months in lead or supervisory experience.

Experience with B2G modules, Oracle, Primavera, and Microsoft Office Suite Professional, Crystal Reporting, Adobe Acrobat Professional (Nuance PDF)Project Planning and Implementation, Process Management preferred.

Licenses or Certifications

Possession of a valid drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
