Senior Applications Programmer- Financial Systems

Nature Of Work

An employee in this classification working in the area of Financial Systems is responsible for performing a variety of tasks relating to the analysis, design, development, testing, configuration, and support of the City of Tampa Financial and Procurement systems. Although under general supervision, employees are expected to exercise considerable initiative and independent judgment in prioritizing work requests, completing assigned tasks, resolving critical issues and meeting deadlines. An employee in this class may be subject to on-call status on a rotating basis to provide 24-hour/7 day service. Work is reviewed while in progress and upon completion through discussions and reports submitted. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.

Examples of Duties

  • Gather and analyze user/system requirements to prepare concise and detailed design documents which accurately reflect the requested changes
  • Work with end-users and Oracle Support team to resolve Oracle defects and migrate patches to production environments
  • Work jointly with multiple internal teams and County/Clerk Oracle technical support teams
  • Develop customizations, interfaces and reports to meet  user and vendor specifications
  • Assist users in query and report development utilizing business intelligence (BI) and other reporting tools for the application
  • Consult with users to determine configuration changes to support the City’s business and legal requirements
  • Prepare test plans for all phases of testing including unit, performance and user acceptance testing
  • Develop and/or modify system operations and user documentation
  • Conduct user training on new functions, procedures and processes
  • Analyze and resolve system/application problems
  • Analyze and document the impact of system upgrades on baseline system functions and customizations
  • Self-manage work on multiple projects and change requests.
  • Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: Oracle EBS Development Tools, Oracle Database, PL/SQL ,Oracle E-Business Suite (EBS) functional configuration and technical components; Financial and/or procurement procedures and business functions;computer technology, systems analysis, programming techniques, operations, and utilities; procedures necessary to design, implement and test computer systems and programs.

Ability to: acquire knowledge of additional software systems; design and implement major computer systems and programs; train end-users and other T&I personnel; coordinate and review the work of others; express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships with others.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in computer science or a related field and three (3) years of progressively responsible experience in business systems analysis; or Graduation from an accredited college or university with an associate's degree in computer science or a related field and five (5) years of progressively responsible experience in business systems analysis.

Licenses or Certifications

Possession of a valid drivers license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
