Introduction

This is highly responsible administrative and professional work in planning, coordinating, and directing human resources services in the area of risk management.

Nature Of Work

Under administrative direction, the employee in this class is responsible for substantive program policy determination and monitoring of risk management, including auto and general liability claims against the city, property and liability insurance, safety and workers’ compensation programs. Work is of unusual difficulty, requiring the exercise of extensive initiative and independent judgment in the development of programs, provision of guidance to department managers throughout the organization, and ensuring that departmental expenditures are maintained so operational costs may be proportionately distributed to user departments. Work is reviewed through conferences, reports submitted, and results achieved.

Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Develops, implements and monitors cost-effective risk, accident and loss reduction programs.

Receives all property damage and bodily injury claims against the City, manages the collection and preservation of evidence related to a claim for use in insurance investigations or in case preparations for legal proceedings.

Identifies the City’s property loss exposures and recommends and procures appropriate levels of property and liability insurance or risk retention; establishes the City’s insurance and indemnification provisions; reviews City contracts, special events, bids and other related documents for risk and liability purposes and approves insurance certificates with required policy limits.

Coordinates and implements City-wide safety policies, programs and training; assists departments with specific safety related issues pertinent to their operations; ensures compliance with all federal, state and local regulations; ensures that regulatory changes that may affect operations are disseminated, provides recommendations and monitors compliance.

Oversees the City’s self-funded workers’ compensation program including claims reporting, processing, third party administration, light duty work, return to full duty work, litigation management, loss analysis, and loss control.

Champions and leads the City’s Risk Council, providing information, oversight and collaboration on claims and safety related best practices driving continuous improvement in mitigating risk to the City.

Monitors payments to providers for timeliness and accuracy and conducts an annual review of adequacy of liability and workers’ compensation reserves with external auditors.

Maintains relationships with outside safety, insurance and risk management professionals through seminars, professional memberships, publications and continuing education to ensure that City remains current on industry best practices.

Prepares reports and correspondence; assigns, develops and evaluates staff; manages unit budget and work processes; coordinates and oversees city-wide mail services.

Performs related work as required.

Knowledge, Skills & Abilities

Comprehensive knowledge of: safety training and education principles and techniques; municipal administration and organization.

Extensive knowledge of: modern management practices and procedures; federal and state laws and guidelines relating to job duties (e.g. COBRA, Workers’ Compensation).

Ability to: write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials, employees, health and hospital professionals, and the general public.

Skill in: making presentations in a variety of settings.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a master’s degree in public or business administration or related field and five (5) years in administrative and managerial experience in risk management. Experience with public safety, property claims and workers’ compensation is preferred.

Licenses or Certifications

Possession of a professional designation such as Associate in Risk Management (ARM), Certified Property Casualty Underwriter (CPCU), Certified Safety Professional (CSP), Senior Claim Law Associate (SCLA), or equivalent is preferred.
