Oversees all commercial services for the Solid Waste department, including assigned personnel, equipment, and other resources; initiates new accounts responsible for generating revenue; participates in formulation and monitoring of the budget; responds to and resolves customer complaints; conducts staff meetings to discuss program goals, performance and needs, and to provide in-service training.
Coordinates solid waste collection for commercial customers; reviews and analyzes commercial collection routes, pick-up locations, types of services provided, and other data; designs and regularly balances routes for maximum efficiency; analyzes and establishes new procedures for commercial and bulk service.
Manages the work and performance of certified contractors and personnel at the McKay Bay Transfer Station including short distance hauling and disposal.
Coordinates clean up efforts with other departments and event coordinating companies for City sanctioned and non-City sanctioned special events.
Manages commercial recycling program; implements programs designed to heighten business owners’ awareness and promote recycling; assesses performance of the commercial recycling program.
Coordinates all aspects of the Solid Waste Enhanced Environment Program (SWEEP); oversees: container maintenance shop, the pick-up of illegal debris accumulations on the right-of-way, and the yard waste drop off (brush site) operations.
Prepares reports and correspondence; assigns, develops, and evaluates personnel; serves as respondent in the grievance procedure; administers discipline when required.
Performs related work as required.
Considerable knowledge of: solid waste collection, recycling and disposal practices; occupational hazards of solid waste operations and safety practices and methods of promoting safety among solid waste staff; current developments, literature and sources of information relating to the solid waste industry.
Working knowledge of: modern management practices and procedures; application of information technology to monitoring and analysis of activities.
Ability to: plan, assign, direct, and coordinate the work of skilled and unskilled trades personnel in a manner that promotes full performance; set clear objectives and measures to monitor process, progress and results; develop a team environment; establish and maintain effective working relationships with city employees and the general public; handle persons in a calm and guiding manner and secure essential information from them pertaining to their requests, problems, or complaints; write and speak clearly in a variety of communications settings.
Skill in: research and analysis of data for preparation of recommendations.
Possession of a valid Florida driver’s license; a valid Florida Commercial driver’s license, Class “B” might be required for some positions. SWANA certification within nine (9) months of appointment.
