Gathers information and documents current procedures; analyzes and evaluates operational procedures and production systems for automation; develops or modifies system documentation and user procedures; develops and/or modifies functional specifications.
Coordinates system conversion efforts between department and T&I, vendors or consultants; performs needed system conversion tasks.
Participates in training programs to improve and increase competencies; conducts training sessions for other staff; prepares and conducts user training programs.
Prepares test data and verifies system test results; consults with user, technical staff and functional project team members on questions; analyzes and resolves system problems; serves as user liaison in development and maintenance projects.
Engages in independent research and prepares and presents reports of findings; develops cost/benefit analyses.
Plans, assigns, supervises, and reviews the work of subordinates; completes performance evaluations, approves leave and training requests, administers discipline as needed, and serves as respondent in the grievance process.
Participates in technical system design from functional specifications; assists in evaluation of application software products; coordinates special administrative projects and assists in special projects developed by management.
Formulates logical statements of business problems and devises procedures for solutions, usually through computer systems.
Performs related work as required.
Considerable knowledge of: Mobile communications, equipment management and triage, data processing and business functions; procedures and processes utilized in converting manual systems into automated systems.
Working knowledge of: instructional techniques employed in training subordinate and user personnel. Some knowledge of: hybrid meeting support, mobile systems, communications and teleprocessing concepts.
Ability to: train user and subordinate personnel; coordinate and monitor the work of others; analyze and document procedures; conduct research and prepare and present findings in a clear and concise manner, both orally and in writing; prepare procedures manuals and functional specifications; exercise administrative and organizational skills necessary to perform project staff and librarian duties; establish and maintain effective working relationships with others.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
