Nature Of Work

An employee in this class is responsible for performing skilled work in the safe operation of an overhead crane to maintain proper refuse flow to operating boilers and to manage the refuse pit.  Under general supervision, employees are required to exercise reasonable initiative and independent judgment in completing assigned tasks. Tasks are of average difficulty involving the safe operation of an overhead crane in support of department’s operations. Tasks are at times are performed under hazardous conditions and require employees to be extremely alert and careful whenever operating assigned equipment. Duties are routine within prescribed limits, but do require special knowledge of the equipment and waste to energy plant operations. Work is reviewed while in progress and upon completion by observation and through results obtained.

Examples of Duties

  • Safely operates an overhead crane smoothly and manages the refuse pit. 
  • Mixes and stacks refuse; maintains proper refuse flow for operating boilers; closes bays.
  • Maintains a trench along the tipping floor to facilitate the delivery of refuse from trucks.
  • Monitors and cleans refuse cranes and related area.
  • Inspects crane for damage and wear.
  • Monitors the refuse pit, charging dock and tipping floor for fires, safety and any incoming unacceptable waste.
  • Records and logs inspection data, such as cable cuts and service length of cables, and identifies recurring problems.
  • Lubricates grease points on cranes and grapples.
  • Reports safety hazards, environmental hazards and changing trash conditions to the shift supervisor.
  • Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: principles and techniques of operating special purpose heavy-duty overhead cranes; uses and methods of operation of equipment, tools and PPE used in the waste to energy plant; occupational hazards and appropriate safety precautions related to crane operations; lockout/tagout procedures, safety rules, job hazard analyses, operating and maintenance instructions, and procedure manuals.

Ability to: make minor mechanical repairs and adjustments and to service and inspect overhead cranes; establish and maintain effective working relationships with others; communicate clearly and concisely, both verbally and in writing; communicate over loud noises, with a telephone and using a two-way radio; move to and work at heights greater than 4 feet; access confined spaces and pressure vessels through standard 12" by 16" manways; wear personal protective equipment, including a full-face respirator; distinguish odor of equipment damage; operate hand tools and equipment; ascend and descend ladders, multiple flights of stairs and catwalks; perceive and estimate distances; perceive and understand standard print.

Skill in: the operation of specialized, heavy-duty overhead cranes

Minimum Qualifications

Completion of accredited high school or vocational school and a minimum of two (2) years of experience in operating an overhead crane

Current employees with one (1) year of experience as an Assistant Utility Operator, Automotive Equipment Operator II or Services Attendant II in the waste to energy plant and successful completion of the internal training program through the level of WTE Crane Operator are encouraged to apply for consideration.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Must complete the internal training program within 6 months.    

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
