Nature Of Work

Under general direction of the Fire Chief, plans and directs the activities of staff engaged in disaster and emergency planning, response and recovery work, and performs difficult and complex professional and technical disaster and emergency planning work. Employees in this position would provide expert professional staff support in the planning, coordination, direction, and control in the areas of citywide emergency management, disaster preparedness, community disaster planning, recovery operations, disaster cost recovery, logistics, disaster notification systems and technology, disaster and homeland security grant management, with a focus on coordination with County and State officials, and disaster and emergency response and recovery training. Employees in this position provide supervision to a team of emergency management program planners and must demonstrate management and leadership skills sufficient to direct a citywide emergency management program for the City of Tampa. Serves on a rotational basis as the Manager on Duty for the Duty Officer Program. The employee must know and expertly apply a comprehensive knowledge of concepts, practices and procedures to complete complex assignments in the emergency management field. The employee plans, conducts, and supervises major emergency management assignments and reviews and evaluates results. Initiates recommendations for new policies or programs to meet unforeseen or unmet needs, operates with substantial latitude for independent action or decision, and performs administrative tasks for the organization on behalf of the Fire Chief.

Examples of Duties

Supervises a team of emergency management planners responsible for researching, developing, analyzing, and maintaining comprehensive emergency and disaster plans, policies, and procedures.

Directs the response to active emergencies and disasters from the City Emergency Operations Center or a Field Incident Command Post.

Develops, recommends, and implements complex citywide emergency and disaster planning procedures and policies. Provides analysis and interpretation of emergency management policies and procedures to executive management and acts as a technical advisor to management on studies and problems related to emergency and disaster planning.

Directs and coordinates emergency response exercises and leads the training of emergency services workers.

Communicates verbally, in writing, or through graphic representations with City management, staff, the public, organized groups, and representatives of various agencies.

Gathers, analyzes, and interprets emergency planning data and prepares recommendations to executive management. Analyzes and resolves difficult and complex emergency management issues and problems and provides comprehensive recommendations and decisions. Prepares difficult and complex technical records, plans, and planning reports.

Organizes and leads disaster recovery operations and leads Recovery Operational Area Coordination Meetings. Represents the Fire Chief and  Office of Emergency Management, in public meetings with department heads, County and State partners, agency representatives, and elected officials and community partners to provide information on planning policies and procedures and explain departmental decisions. Provides oversight and direction to the Duty Officer responsible for coordinating and monitoring the County's response to any large-scale emergency or disaster that affects the City of Tampa Operational Area. Moves supplies and equipment to facilitate information, disaster preparedness, and disaster recovery efforts. May also walk or climb over uneven surfaces to assess damage after a disaster.

Knowledge, Skills & Abilities

Knowledge of: emergency management principles and practices; municipal government operations and departmental relationships; interagency multidiscipline interaction and cooperation.

Ability to: conduct extensive research into associated emergency management activities and standards; communicate effectively, verbally and in writing; establish and maintain effective working relationships, serving as a calming and stabilizing influence; develop and deliver emergency training exercises and simulations; function effectively under the stress of emergency conditions; coordinate and direct the activities of others under emergency conditions; access changing conditions and modify activities according to the need; work independently as required; secure voluntary participation from other organizations.

Suggested Minimum Qualifications

Graduation from an accredited college with a bachelor's degree in homeland security, emergency management, business or public administration or a closely related field and five years of progressively responsible professional experience analyzing and developing plans, procedures and training programs in an emergency management, emergency response, disaster recovery or disaster preparedness program.  A master’s degree is preferred. 

Consideration will be given to applicants possessing: a graduate degree and three years’ experience;  seven years of related experience with two years of lead or supervisory experience, or a minimum of one year as a Emergency Management Coordinator III, CEO or higher.   

Licenses or Certifications

 Possession of a valid drivers license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
