Lead Professional Plans Reviewer

Introduction

This is highly professional, technical lead work involving the examination of residential and commercial building construction and site plans for compliance with statutes, codes and ordinances.

Nature Of Work

An employee in this class performs and coordinates tasks of considerable difficulty related to residential and commercial construction projects for compliance with building and site codes.  Functions include, but are not limited to, coordination, facilitation and review of residential and commercial site plans (building, fire, plumbing, mechanical, electrical, site, site utilities, drainage, tree trimming/removal and paving) and other related duties.  Employees should possess a broad range of knowledge and expertise in building construction, landscape, transportation, zoning, stormwater features of a construction site and associated codes.  Under general supervision, employees perform assignments requiring the exercise of considerable initiative and independent judgment in performing assignments and interpretation of construction codes, permitting and plan review requirements, departmental policies and procedures. Work is reviewed through conferences, results obtained and reports submitted.

Examples of Duties

Assists supervisor with employee assignments and the coordination of technical work performed by subordinate staff; reviews work for accuracy and adherence to standard procedures; prepares and submits work schedules, insuring all positions are covered and suspense dates are met; assists subordinates with questions or problems related to duties and responsibilities; trains subordinate personnel.

Prepares and submits proposed standard operating procedures; collects information; prepares and presents oral and written reports; resolves problems in the absence of supervisor based on existing policies, procedures and instructions.

Provides technical information and clarification to the public and other agency representatives on building site code issues, permits, plan reviews and other service procedures; schedules and attends Preliminary Plan Review and Technical Assistance Consultations; coordinates   helps to understand and resolve complaints/problems that citizens may encounter; consults with others on results of inspections to get suggestions/recommendations for corrective action.  

Prepares plan review and general activity reports for service efficiency documentation; maintains plan review and permit records for revenue generating operations to insure accountability; verifies contractor and design professional information.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: building and site construction codes; building and site plan review rules, regulations, procedures and functions; standard construction practices, procedures and equipment; effective customer service techniques.

Considerable knowledge of: methods, practices and materials used in building and site construction; building, flood control and energy codes and ordinances applicable to building and site construction; practices and procedures of plan review and construction design, municipal organizations, programs and policies; effective leadership principles. 

Ability to: read and interpret applicable codes, blueprints, specifications, site construction plans, flood control and energy code submittals and ordinances and explain them tactfully and impartially; perform mathematical calculations with speed and accuracy; establish and maintain effective working relationships with the general public, municipal officials and other employees.

Minimum Qualifications

Graduation from an accredited college with a bachelor’s degree in construction technology, engineering technology, architecture, engineering or related field with a minimum of five (5) years of experience in building architecture and engineering activities to include five (5) years of experience in plan examination and ordinance administration and three (3) years of project management experience; or an associate's degree in construction technology, engineering technology, architecture, engineering or related field and seven (7) years of experience in building architecture and engineering activities to include seven (7) years of experience in plan examination and ordinance administration and three (3) years of project management experience.  Supervisory or lead experience preferred.  

Licenses or Certifications

Possession of: a Standard Building Plans Examiner license as issued by the Florida Building Code Administrators and Inspectors Board; and, one (1) Standard Trade (Mechanical, Electrical and Plumbing) Plans Examiner licenses or Florida Registered Architect or Engineer; or FEMA Floodplain Management Certificate. Possession of a valid drivers license required.
