Resolves differences between plans and specifications; approves, within the guidance provided, minor deviations in construction methods and practices which conform to established precedent; investigates citizen complaints and recommends corrective action; makes percentage estimates of work under construction for partial payments; assists in preparation of drawings of the finished construction project; maintains records and reports used in daily inspections to document activities, work progress, daily diaries, testing, and change orders.
Provides property information to the public including location of utilities; computes quantities; reviews and field inspects utility permit requests; prepares sketches and researches utility information for proposed additional construction and renovations; conducts information searches of tax records, deeds, abstracts, office files, court records, aerial photos, private surveys; enters/retrieves data in files using computer to maintain accurate and complete records; approves or rejects the placement/relocation of utilities; reviews and makes comments on preliminary construction plans and specifications.
Provides training, technical advice, and guidance to other personnel; explains/interprets information/policies for employees, public and other agencies.
Operates microfilm/microfiche reader/viewer in order to read microfilm.
Operates sighting instruments/equipment in making accurate measurements on engineering surveys; operates transits, levels, and other instruments along clear, accessible routes; runs traverse lines from known points and level circuits between benchmarks of known elevation; measures angles, distances and differences in elevation between points.
Uses survey equipment to set grades and line stakes, take profiles and elevations; uses tape measure to determine distances; determines elevation in order to set utilities.
Uses metal finder, shovel and probe rod to locate property corners and underground utilities; uses sledgehammer to drive stakes and hubs; prepares non-technical drawings and sketches; coordinates with utility engineers/representatives to locate utility lines for projects in order to make accurate angle, distance and elevation measurements on engineering surveys and construction surveys.
Operates communications systems; operates a computer to download data files from a data collector; operates a calculator.
Reads and interprets surveying data, technical plans and specifications, blueprints, or diagrams to complete assignments; informs public of location of city facilities, infrastructure, and other engineering information from city drawing archives and aerial photographs in order to facilitate their understanding and knowledge of same; conducts site inspections to ascertain correctness of information contained in submitted plans.
Operates a lightweight motor vehicle for travel to work sites.
Performs related work as required.
Considerable knowledge of: construction practices, techniques, trades, and safety practices.
Working knowledge of: basic mathematics; basic methods and techniques of engineering; municipal rules, regulations and ordinances relating to construction activities; operation and use of basic and precision surveying instruments/equipment; basic engineering surveying techniques, methods, and procedures; work hazards and applicable safety precautions.
Some knowledge of: basic geometry.
Ability to: read and comprehend construction codes, contracts and requirements; follow a logical line of inquiry and reach logical conclusions; use survey equipment; perform mathematical computations rapidly and accurately; coordinate activities with others; prepare accurate, factual oral and written reports and maintain records; read dials and gauges; read/interpret survey, engineering/architectural data, plans and specifications; read and interpret legal requirements of contracts; recognize improper procedures, materials and workmanship; verbally communicate moderately complex information; follow and explain moderately complex instructions and procedures; establish and maintain effective working relationships with other employees, contractors’ representatives, officials, and the general public; perform work involving a considerable amount of walking, at times in unpleasant weather or conditions.
Skill in: the operation and care of basic and precision sighting instruments/equipment, personal computer (AutoCADD, MSOffice) and calculator.
