Introduction

This is highly responsible administrative and managerial work coordinating, planning and directing neighborhood empowerment programs and initiatives within the community.

Nature Of Work

The employee in this class performs work of unusual difficulty that involves coordinating and directing a broad spectrum of programs, operations and policies across several areas. The employee has oversight responsibility for Neighborhood Services, Code Enforcement and Business Tax, and Clean City. This position requires the exercise of extensive initiative and independent judgment and is responsible for providing and ensuring the highest quality services to the community offered through the related areas. Work is performed under administrative direction and reviewed through conferences and results obtained. This is an appointed position and employee serves at the pleasure of the Mayor.

Examples of Duties

Develops, plans and coordinates all operations and programs of field services for Code Enforcement city­wide and establishes efficient methods of code enforcement operation.

Establishes, coordinates and directs customer service policies and programs to ensure proper handling and resolution of inquiries, problems and complaints.

Administers a program for occupational license taxes and regulated businesses.

Oversees the annual occupational license renewal process, involving extensive interaction with vendors as well as with other city divisions.

Reviews revenue reports to determine loss or gain of city revenues through licensing and related fees; analyzes and justifies revenues and expenditure levels; reviews and authorizes disbursements and refunds prior to the release of funds; recommends changes in procedures and automation processes to enhance productivity.

Oversees the supervision of issuance and enforcement of business and occupational licenses, the issuance of residential rental certificates for single family, multifamily and apartments, and the surveying of establishments selling alcoholic beverages; interprets occupational licensing regulations and codes for business owners and operators, government officials and citizens.

Directs assigned personnel in the performance of duties associated with the area of assignment; conducts meetings and briefings to evaluate status of projects and services; provide technical and managerial direction and assistance on difficult issues; ensures compliance with departmental policy and procedures.

Prepares reports and correspondence; assigns, develops and evaluates staff; manages unit budgets and work processes.

Performs related work as required.

Knowledge, Skills & Abilities

Comprehensive knowledge of: principles and practices of public sector organization and program

operations; project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development and control.

Considerable knowledge of: Code Enforcement administration and business tax principles and practices; City, state and federal laws and regulations and statutes relevant to the program areas as well as departmental policies and procedures; municipal administration and organization, modern developments, current literature and sources of information relating to community affairs and community relations.

Ability to: provide leadership, counsel, motivation, and constructive performance reviews to staff, securing their respective commitments to the program's goals; effectively plan, assign, direct, and evaluate the work of staff; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, social service agency representatives, the general public, and other City staff; communicate and express ideas effectively, both orally and in writing; write and speak clearly and succinctly in a variety of communication settings; prepare administrative and technical reports and present to management, elected officials and community groups; plan, assign, direct, and coordinate the work of professional, paraprofessional, and clerical employees in a manner that promotes full performance; establish and maintain effective working relationships with city officials, directors, managers, and other employees, labor union representatives, the media, and the general public; deal with public relations problems effectively, courteously and tactfully; diffuse potentially difficult situations in a manner suitable to all parties involved; develop and implement effective community social improvement programs that benefit neighborhoods.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree (preferably a master’s) in business, public administration public administration, sociology, psychology or a related field and five (5) or more years of progressively responsible related experience in program management, preferably in the public sector and a minimum of 3 years of management experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.
