Introduction

This is highly responsible community relations and administrative management work.

Nature Of Work

The employee in this class is responsible for the development, coordination, and evaluation of programs and initiatives intended to enhance the delivery of City services and overall quality of life in the Tampa community. This includes performing and/or participating in one or more assignments of considerable difficulty which might include neighborhood services, community mediation, community education and volunteer programs, neighborhood revitalization programs and managerial/administrative activities.

In addition, this position will be committed to work with and promote collaborations within the business community that will ultimately be helpful in enhancing the quality of life. Under general direction, the employee is required to exercise considerable initiative and independent judgment as well as tact and courtesy when in contact with the public and others involved. Weekend and evening work is required. Work is reviewed through observation while in progress and results obtained upon completion. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Directs the strategic mission and activities of the community engagement team to ensure stakeholders are educated, knowledgeable and engaged on city government programs and services to enhance the quality of life across all neighborhoods;

Advises executive leadership of strategic and tactical plans designed to accomplish organizational objectives through partnerships with government, media and community stakeholders;

Develops and oversees activities and programming created to instill and/or restore pride, unity, and empowerment within neighborhoods through a series of cultural events and celebrations;

Represents the Mayor's Office to external partners and the Tampa community;

Establishes goals and objectives, performance benchmarks, and evaluation criteria designed to track and measure progress towards the achievement of goals and objectives identified for the Community Engagement and Partnerships Department;

Creates traditional and non-traditional partnerships with the community to foster the participants’ engagement utilizing other successful models from throughout the United States.

Provides technical advice, guidance and assistance to neighborhoods; conducts research and studies on best practices from throughout the nation that meet community education needs serving the neighborhood groups and residents.

Acts as a facilitator and project manager for the development, strategic planning and implementation of neighborhood strategies, encouraging community volunteerism and engagement.

Inventories and maintains a database of neighborhood activities and a talent base of neighborhood leaders, utilizing community outreach and marketing;

Provides managerial guidance and direction in assisting community-based groups, neighborhoods and individual residents.

Manages all phases of neighborhood coordination, providing assistance to individual neighborhoods.

Attends neighborhood association activities and meetings and provides staff with relevant information as needed, and engages the community through outreach initiatives and programs that are responsive to community needs;

Researches, plans and prepares timely resolutions and responses to neighborhood issues and concerns; markets and obtains community ownership and engagement into community based resolutions;

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: principles, techniques and procedures of management methods, marketing, community outreach, and systems analysis.

Working knowledge of: statistical analysis; municipal administration and organization; principles of organization and management; computer applications; supervisory techniques; effective training techniques.

Skill in: use of computers.

Ability to: plan, assign, supervise, and review the work of others; collect and analyze data and draw sound conclusions; formulate and present recommendations and implementation methods; train user personnel in new systems and procedures; prepare and present oral and written reports; assign and review the work of others when required; establish and maintain effective working relationships with other employees, managerial personnel, neighborhood groups, and the general public.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in communications, public relations, journalism, public or business administration or a related field and five (5) years of experience in community outreach, urban planning or similar experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
