Introduction

This is highly responsible work involving planning and implementing the training of Tampa Police Department personnel.

Nature Of Work

An employee in this class is responsible for planning, developing, coordinating, and implementation activities for Tampa Police Department (TPD) employee training with the objective of developing and maintaining employee knowledge, skills and abilities. They will be assigned to the Training Division under the general supervision of the Training staff. Work consists of a variety of training duties and may be performed on a variable workweek based on need. Tasks are of average difficulty, requiring the exercise of some initiative and independent judgment in ensuring compliance with all mandatory training, identifying and prioritizing employee training needs, and maintaining and submitting required reports for certification and re-certification of personnel. The work requires the maintenance of effective interpersonal relationships within the city and with representatives of the educational sector. Work is reviewed through conferences, observations, reports submitted, and results obtained.

Examples of Duties

Assists in determining subjects to be covered on an annual basis; submits oral and/or written suggestions for training programs or modifications to management based upon training needs which have been identified; develops curriculum and instructs in-service training and related drills and activities including high liability subjects; assesses training program effectiveness and revises accordingly.

Writes and distributes training information and memoranda; assists in the evaluation of course content; determines the length of time appropriate for specific training; arranges classroom locations; makes purchasing or printing arrangements for texts, workbooks and other study material.

Assists in scheduling classes, training facilities, and equipment; ensures smooth and proper operation of the in-house training programs to include proper documentation and record keeping.

Assists in the compilation, submittal and maintenance of training records for certification and re-certification of personnel.

Researches information and training resources; contacts educational institutions, private vendors and other public jurisdictions to determine the availability of existing training programs; researches on-line training, video based training and other training references.

Attends seminars, conferences and/or training programs as needed to maintain required certifications and current trends in law enforcement.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: safety policies, methods, programs, procedures, and equipment used by TPD; applicable statutory training standards, policies and procedures.

Working knowledge of: curriculum development; training principles, practices and techniques; methods, materials, and equipment used in making training presentations.

Some knowledge of: computers and relevant software.

Ability to: assess training needs and design appropriate training programs; plan, organize, design, develop, implement, instruct, and administer in-house training programs; measure training effectiveness, compile results and take appropriate action; communicate effectively, both orally and in writing; present instructional materials; establish and maintain effective working relationships with co-workers, the general public and others; maintain records and prepare clear and concise written and oral reports.

Skill in: designing training programs to achieve objectives; presenting training courses.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in behavioral or social sciences, criminal justice, education or a closely related field and eight (8) years of experience as a State of Florida certified law enforcement officer or the equivalent; or, an associate’s degree in behavioral or social sciences, criminal justice, education or a closely related field and ten (10) years of experience as a State of Florida certified law enforcement officer or the equivalent.

Preference will be given to individuals who have prior experience in instructing law enforcement related classes.

Licenses or Certifications

-Required: ability to become a TPD reserve officer in order to qualify for training to obtain Florida Department of Law Enforcement certification to instruct high liability subjects such as fire arms, defensive tactics etc.; and a valid Florida driver’s license.

-Desirable: current Florida Department of Law Enforcement certification to instruct high liability subjects such as fire arms, defensive tactics etc.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
