This
is professional work that provides selective traffic enforcement,
administrative, and technical support and services for the School Speed Zone
Safety Program and Red-Light Camera Program.
An
employee in this class performs work of above-average difficulty. This is
a supervisory position with responsibilities within the Red-Light Camera
Program and the School Zone Safety Program. The Police Traffic Camera Review
Analyst Coordinator will be trained as a Traffic Infraction Enforcement Officer
(TIEO), as authorized under F.S.S. 316.640, focusing primarily on traffic laws
and issuing citations for violations, reviewing video and photo evidence,
verifying vehicle information, and preparing documents for hearings. Assigned
responsibilities require a timely and professional response. Under the
general supervision of a sworn police supervisor, duties are typically
performed with some latitude for the use of independent judgment.
Employees may have considerable contact with the public, City officials, and
City employees. Work performed is often of a sensitive or confidential
nature and remains in conformance with applicable policies, procedures, laws,
rules, and regulations. Work is reviewed through personal conferences and
evaluation of completed assignments, reports submitted, and results achieved.
The
Police Traffic Camera Review Coordinator is responsible for overseeing the
operation of both camera enforcement programs and supervising the Police
Traffic Camera Analyst’s In addition, the coordinator will monitor and review
the violation queues of both Programs and serve as an analyst when needed.
Understanding of the Red-Light Camera System and F.S.S.
316.0083.
Understanding of the School Zone Safety Program and
F.S.S. 316.1896.
Researching
and resolving Red Light Camera and School Zone Safety Camera Program questions
and complaints.
Ability to
understand public records requests and fulfill requests.
Handle
customer complaints and serve as liaison with the vendor.
Ability to
follow through with assigned projects.
Ability to
supervise a small unit or group.
Project
research and development.
Attend and testify, when required, at city and county
traffic hearings.
Must be very organized
and detail-oriented.
Interacts regularly with the leadership team regarding team
performance, strategy, metrics, and results.
Prepares reports and correspondence when required.
Performs other duties as assigned and related work as
required.
Extensive
knowledge of: Traffic law enforcement and Florida State Statutes as they relate
to traffic enforcement. Court proceedings and how city hearings operate.
Considerable
knowledge of: Modern management practices and procedures; effective supervisory
practices; team dynamics, team building, and diversity; business office
practices and the computer systems utilized by the department; the layout of
the city, and its geography.
Ability
to: Plan
work, organize tasks; establish and maintain effective working relationships
with other employees, officials, and the public; prepare and present clear and
concise reports both orally and in writing; maintain records using a variety of
source materials; understand and follow complex oral and written instructions; testify
in hearings; adapt to developed software for future technology as required by
the job.
Skill

A bachelor’s degree from
an accredited college or university in criminal justice, criminology, public
safety or related field, and five (5) years of experience in a law enforcement
environment as an analyst, law enforcement officer or investigator, and five
(5) years of supervisory experience.
OR
An equivalent
combination of education (not less than possession of a high school
diploma/GED), training and experience that would reasonably be expected to
provide the job-related competencies noted above.
Must
possess a valid Florida driver's license. Will be required to attend and
successfully complete training in traffic enforcement procedures and court
presentation as provided under F.S.S. 316.640 within ninety (90) days from
hiring. Additional training may be required.
Employees
must commit to a forty (40) hour work week. This is a civilian position with
holidays off.
