Nature Of Work

The employee in this class is assigned to the Training Division and falls under the general supervision of the Training Chief. Work consists of varied training and supervisory duties of more than average difficulty involving planning, organizing, coordinating and participating in education activities for the Airport Division. This position is also responsible for managing the operations of the Tampa Fire Rescue Skills Lab and the supervision of the Public Education Office. The variety of duties performed contributes to the complexity of the work. Considerable initiative and independent judgment are required in exercising control of an effective and informative training program. Work is performed on assignment from the Fire Chief; therefore, the employee cannot expect to achieve regular status in this position. Work is reviewed through conferences, reports, written evaluation and observation of results obtained.

Examples of Duties

Coordinates, schedules, and supervises in-service training and related drills and activities.

Assists in determining subjects to be covered on an annual basis; assists in scheduling classes, training facilities, equipment and instructors.

Coordinates the hiring and scheduling of adjunct instructors and assures they are adequately prepared to present the desired materials; evaluates adjunct instructors to determine quality of information delivery, preparedness for presentation and delivery effectiveness.

Assists company officer’s with materials and/or equipment for use in multi-company or special operations drills.

Assists in the research and development of new and/or updated procedures and equipment and provides input as to their suitability for use by Tampa Fire Rescue.

Coordinates maintenance of records of use of time, materials used, and personnel involved in training activities; coordinates the compilation, submittal and maintenance of training records for certification and re-certification of personnel.

Coordinates the maintenance of and updates to the departmental Standard Operating Guidelines.

Writes and distributes training information and memoranda.

Attends training related meetings; attends and participates in training and safety related committees; attends seminars, conferences and training programs to update knowledge.

Selects, assigns duties to, and monitors Skills Lab Coordinators.

Responds to major or unusual incidents for the purpose of evaluating EMS/Fire training effectiveness or needs; obtains video or photographs at emergencies and drills for use in future training.

Assists in preparing the Training Division budget.

Supervises the general employees assigned to the Training Division. This includes office staff, maintenance staff and Public Education staff.

Performs related work as required. 

Knowledge, Skills & Abilities

Thorough knowledge of: safety policies, methods, programs, procedures and safety equipment used in the fire service.

Working knowledge of: curriculum development, teaching, and training techniques and methods; computer sand relevant software.

Ability to: communicate effectively, both orally and in writing; maintain records and prepare reports; instruct, develop, plan, implement and administer training programs; work effectively with co-workers and the general public.

Skills in: firefighting and emergency medical services; use of teaching aids and equipment.

Minimum Qualifications

Current employment with Tampa Fire Rescue in a sworn capacity with a minimum of three (3) years of supervisory or lead worker experience.

Licenses or Certifications

Possession of: a valid Florida driver’s license; current State of Florida certification as a Paramedic; current State of Florida Adjunct Instructor certification.    

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
