Introduction

This is highly technical work involving all phases of contract coordination for architectural and engineering construction projects

Nature Of Work

An employee in this class is responsible for performing tasks relating to the coordination of construction contracts for various municipal projects. Assignments are of more than average difficulty requiring considerable initiative and independent judgment and include interpreting and answering any questions regarding content or meaning of such contracts. The tasks performed require strong analytical skills and attention to detail. Work also involves monitoring the performance of the city contractor (s) on capital improvement projects and tasks. Under general supervision, the employee in this class ensures that all terms of the contract are met and is expected to coordinate with contractor (s), vendors and others on status of projects, complaints received and the appropriate action taken. Work may involve public contact requiring the exercise of tact and courtesy. Work is reviewed while in progress and upon completion through observation, reports submitted, and results obtained.

Examples of Duties

Monitors and coordinates the status of all vendor contracts; ensures work is performed in a timely manner as specified per contract; meets with project managers, professional consultants and/or vendors as required to communicate problems/requests.

Analyzes municipal construction needs and provides recommendations and reports; reads and interprets plans and specifications to facilitate proper construction methods, etc., interprets data results for project requirements; arranges for contractual inspections, and reviews reports submitted by contracted agency.

Executes plans for utilization of available funds, personnel, equipment, materials, and supplies; participates in preparation of annual budget for projected projects for the division.

Utilizes above average computer skills to: manipulate and analyze data; create, maintain and update the department website; develop and maintain databases; and, perform project scheduling.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: contract coordination and administration; methods, practices and materials related to architectural and engineering construction; building codes and ordinances; inspectional procedures, practices and methods.

Considerable knowledge of: general site construction methods and codes; computer equipment and related application software packages.

Ability to: read, develop, and interpret construction related contracts; work from construction plans, blueprints, and schematics; communicate effectively both orally and in writing; prepare and submit clear and concise written reports; establish and maintain effective working relationships with contractors, consultants, other employees, and the general public.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering, architecture, or a closely related field and three (3) years of experience in contract administration.

OR 

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
