Introduction

This is responsible technical work involving municipal engineering and architectural administrative support, contract administration and construction specifications, project documentation, budgeting, scheduling, and project controls. Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing a variety of sub-professional engineering and architectural assignments in support of capital improvement design, planning, and construction projects. Work is of considerable difficulty and includes detailed, continuous reviews of permit applications, plans, and specifications. Under direction, employees exercise considerable initiative and independent judgment including documentation management, project management software support, composing correspondence, and preparing and monitoring detailed specifications. Work is reviewed through conferences, oral and written reports, observation, and results obtained.

Examples of Duties

Provides contract and project management support including document preparation and management, bidding support, and assistance with budget monitoring and payment applications, as needed, using project management and other software.

May conduct follow-up coordination of sub-contractor participation goal setting calculations on major municipal building, civil, and utility construction projects and conduct detailed reviews of bidding documents.

May attend project meetings to assist project architects and coordinators and to keep informed about projects and identify upcoming activities; offer comments and suggestions related to the project; may assist with agenda and meeting minute preparation.

May contact project managers to obtain required documentation; coordinates with engineers and architects, reviews and provides feedback on preliminary construction plans, permit applications, and specifications.

May design and write flyers, posters, maps, charts, brochures, etc. to disseminate information; coordinates project work with City departments and outside firms and contractors to keep on schedule; reviews architecture drawings prepared by others to identify conflicts with field conditions; consults with department personnel on projects, programs, etc. to include implementation and follow-up.

May answer questions on phone and in person; informs other agencies, consultants and the general public; represents the department at meetings with consultants, etc.; conducts follow-up investigations of construction document problems; analyzes results and recommends solutions; coordinates with other areas to assure the smooth and least disruptive process for completion of projects.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: principles and practices of public works projects; techniques, standards, trades, and safety practices; common problems and solutions affecting building, civil and utility construction; configuration and purpose of major components of projects; project management systems and application of project management software; strong command of Microsoft and AutoCad and/or Revit products, or similar; knowledge of how budgeting, forecasting, scheduling processes and procedures, and project control principals work together.

Ability to: communicate with project managers, architects, engineers, and other staff with varying degrees of skill levels from a project management and controls perspective; formulate recommendations; recognize factors which lead to unacceptable results or unsafe conditions; prepare accurate factual reports, complete standard forms and maintain complete records; read and interpret survey, engineering or architectural data, plans and specifications; prepare project cost and time estimates; perform detailed mathematical computations rapidly and accurately; work effectively in a group setting; demonstrate a caring customer service attitude, a strong commitment to operational excellence and be able to display behaviors and a commitment to the Department’s core values.

Skill in: problem solving and decision making; effective oral and written communication; must possess excellent analytical thinking; strong interpersonal skills with the ability to interact with all levels of organization.

Physical Requirements

Mostly standing and working in an indoor environment. Requires considerable use of computer, typing, and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school with two (2) years of college coursework in engineering or related subjects preferred and five (5) years in sub-professional engineering experience in construction or engineering planning; or an equivalent combination of training and experience.

Candidates with an accredited high school diploma and a minimum of seven (7) years of sub-professional engineering experience in construction inspection or engineering planning are encouraged to apply.

Licenses or Certifications

Possession of a valid Florida driver’s license is required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
