An employee in this class is responsible for participating in a variety of engineering assignments of more than average difficulty while supervising engineers and technicians. The employee will function as a civil, traffic, and right-of way engineer, serves as the subject matter expert for ROW use requirements, permit requirements, and construction standards. Must have strong knowledge and understanding of public rights-of-way, and sensitivity in dealing with various organizational and political issues; strong organizational, planning, and communication skills are required; comprehensive knowledge and understanding of ROW design and construction criteria; thinks strategically and exercises sound judgement; and acts with integrity, build strong collaborative relationships. This position directs and supervises subordinate personnel. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Leads design reviews and permitting of construction of public and private utilities and transportation infrastructure; oversees reviews and responses on temporary traffic control and inspection of construction jobs; and assists with mobility during coordination of special events. Administers ROW construction standards. Plans strategy and actively reviews and provides recommendations for ROW and permitting related changes in proposed legislation and local ordinances. Keeps informed of legislative activities making sure that all permitting and ROW use requirements are met. Coordination and negotiation of damage claims and complaints (e.g., road restoration, sidewalk repair, etc.). Plans strategy and actively reviews and provides recommendations for ROW and permitting related changes in local ordinances. Administers a system for ROW permitting issuance and management. Serves as Subject matter expert for ROW use requirements and permits making sure that all permitting and ROW use requirements are met. Approves or disapproves documents submitted through permit applications and communicates results to appropriate design professionals (architects, engineer, etc.); coordinates actual filing, tracking, and resolution of permit issues.

Supervises and trains professional, sub-professional, technical, and clerical personnel; responsible for personnel actions such as discipline, reprimands, demotions, suspensions, and dismissals to correct or terminate inappropriate or unacceptable work behavior; completes performance evaluations of subordinates.

Performs related work as required.

Considerable knowledge of principles and practices of utility and transportation engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to area of assignment; supervisory techniques. Ability to: coordinate, assign, supervise, and review the work of others engaged in a variety of engineering assignments; read and interpret engineering plans and specifications; review and provide feedback on Maintenance of Traffic (MOT) plans; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear, and concise reports, both orally and in writing; train others in the assigned area, as well as to establish and maintain effective working relationships with employees, officials, contractors, and the general public.

Must have strong knowledge and understanding of public rights-of-way, and sensitivity in dealing with various organizational and political issues. Demonstrated success developing relationships with governmental agencies, regulators, and/or legislators. Demonstrated leadership, negotiation, and analytical skills. Strong organizational, planning, and communication skills. Comprehensive knowledge and understanding of ROW design and construction criteria. Skill in: use of personal computers and software including word processing, spreadsheets, databases, Accela, GIS, and applicable engineering software (models).

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor.

Graduation from an accredited college or university with a bachelor’s degree in engineering (civil engineering preferred), with Professional Engineer license plus at least one (1) year of supervisory experience or an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Valid Driver's license preferred
