The position is a supervisory engineering position with the Wastewater Department. The employee will be responsible for supervising, planning, and participating in engineering assignments related to the design and project management of Wastewater Department Capital Improvement Projects. Typical projects handled by this position include force main/gravity sewer pipeline replacements, pumping station rehabilitations, wastewater treatment plant improvements and collection system rehabilitation projects.
Work is of more than average difficulty. Under general supervision, the employee
exercises independent initiative and judgement to successfully meet objectives
and goals. Work is reviewed while in
progress and upon completion through conferences, oral and written reports and
observation of results obtained.
Supervises and trains professional, sub-professional, technical, and clerical staff with performing project management activities to plan, organize, coordinate, and direct tasks needed to complete wastewater capital projects.
Coordinates and communicates with consultant engineers, treatment and pumping station personnel, senior staff, other City Departments, utilities, and contractors.
Reviews, approves, and maintains project schedules; reviews plans, specifications, and contract documents; resolves design and construction issues; reviews consultant qualifications, scopes of works, cost proposals.
Performs other project management activities needed for a project life cycle.
Supervises and trains subordinate engineering and technical staff with performing engineering analysis, collecting and analyzing data, and conducting studies to evaluate the adequacy and condition of wastewater collection system facilities; provides recommendations and scopes of work for needed capital improvements; directs and participates with developing short- and long-term capital improvement plans and improvements required to address the needs for proposed and future projects.
Develops and evaluates design alternatives, completes engineering design calculations and analysis, prepares construction plans, specifications, and contract documents for wastewater capital improvement projects for replacing, rehabilitating, and upgrading collection system, pumping station, and treatment facilities.
Prepares documentation including Requests for Qualifications (RFQs) and Design Criteria Packages to retain Engineering consultants or design-build teams.
Reviews construction plans of projects designed by consultants, other City Departments, and other agencies to determine compliance with City standards and adequacy of the design.
Prepares related correspondence.
Consults with engineers, contractors, developers, agency representatives and represents the Department at meetings related to the project.
Research alternative design and construction methods and materials.
Supervises and oversees reviews of contractor’s shop drawings, submittals, request for information (RFI) to determine compliance with the project’s plans and specifications.
Evaluates alternative equipment, materials, and/or construction methods.
Assists in the resolution of conflicts that arise during construction projects.
Performs related work as required.
Extensive knowledge of: principles and practices of Wastewater, Civil, or Environmental engineering; federal, state, and municipal rules, regulations and ordinances, and other pertinent documents; developments and information in assigned field of engineering.
Ability to: to coordinate, assign, supervise, and review
personnel engaged engineering tasks and assignments; plan, design, and prepare
complete engineering plans, specifications, and contract documents for major
projects; read and interpret engineering plans, and specifications; analyze
engineering data and draw sound conclusions; skill in the use and care of
engineering tools; prepare and submit clear, concise reports both orally and in
writing; establish and maintain effective working relationships with other
employees, officials, and the general public.
Some positions may require possession of, or the ability to obtain, a valid Florida driver’s license.
Possession of a Professional Engineering License or Fundamentals of Engineering (FE) designation required.
Department employees must meet established level III
