An employee in this class is
responsible for performing tasks of more than average difficulty involving supervision
of employees engaged in analysis, and fuel procurement. The ideal candidate
will possess considerable technical and professional knowledge in diverse
fields related to fleet operations, management information systems, budgeting,
financial reporting, systems support, and vehicle life cycle costing. The
candidate will possess technical and professional skills in analyzing and
developing improved managerial policies, practices, processes, and procedures.
The candidate will be proficient in computer databases, Microsoft office
systems, and financial analysis. The candidate will be proficient in reviewing
and improving processes in order to create new approaches and procedures to
meet internal and external customer requirements.
Develops reports and assists in
providing systems support of business applications and automation related to
Fleet Management.
Supports the management analysis
and creates reports to review the effectiveness of various Fleet Management
related programs to include: vehicle licensing, titling, surplus inventory and
disposal, acquisition, procurement, bid procedures, rate models, and vehicle
replacement programs.
Supports the development of
performance goals; reviews current programs for compliance and makes
improvement recommendations of current operational processes in support of
diverse Fleet related disciplines to ensure strong customer service to County
customers.
Conducts management system review
projects involving work measurement studies, managerial control, plans of
service, methods analysis, process improvement studies, and other aspects of
Fleet operational assessments; applies appropriate professional procedures
necessary for the financial analysis of budgeted and allocated resources in the
support of existing and new department procedures, techniques, and
requirements; provide cost/benefit and return of investment analysis in support
of department related requirements.
Oversees and provides management
support of the department’s hardware/software assets (computers, laptops,
tablets, phones, etc.); coordinates with Information and Technology Services
department on program management issues to include system replacements,
modifications, upgrades and integration.
Fuel Processing and Fuel Facilities
– Responsible for all phases of procurement, payment, ordering, deliveries,
accounting, tracking and billing for the various types of fuel; coordinates
decisions on fuel contracts/bids, maintenance, operations, upgrades and system
development for the City’s self-service fuel sites; maintains databases to meet
all regulatory federal, state and county mandates.
Ensure City’s requirements are in
EPC Federal, State and County compliance in regards to fuel tanks storage
systems; conduct annual/monthly visual and electronic inspections; create and
supervise the proper maintenance of hazardous material manifests program
requirements; review and submit Florida State Emergency Response Commission Annual
Sara Title III registration; process hazardous chemical inventory forms.
Develop technical staff labor rates
based on historical review of operational/overhead expenses, workloads, current
budgets and preparation of graphs, benchmarks, scorecard, presentations and
reviews throughout the year; calculate overhead rates for various cost centers,
monitor repair time inputs/outputs and labor standards; maintain City’s motor
pool.
Performs related work as required.
Considerable knowledge of: fleet analysis, financial reporting and
research techniques, computer databases, vehicle replacement program and Fleet
operating activities.
Working knowledge
of:
compliance of local, state and federal laws regulations (EPA, OSHA); fuel
procurement and systems, computer applications; supervisory techniques;
effective training techniques.
Ability to: plan, assign,
supervise, and review the work of others; collect and analyze data and draw
sound conclusions; formulate and present recommendations and implementation
methods; train user personnel in new systems and procedures; prepare and
present oral and written reports; assign and review the work of others when
required; establish and maintain effective working relationships with other
employees and managerial personnel.
Graduation from an accredited
college or university with a bachelor’s degree in business, public
administration, computer science, statistics, or a related field and three (3)
years experience in fleet management analysis or a related field including six
(6) months supervisory or lead experience.

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
