Introduction

This is skilled work performing complex maintenance and/or specialized repairs to diverse vehicles and equipment—bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing various complex maintenance and/or specialized repair tasks. Work is of more than average difficulty and is performed on automotive, construction, and/or special vehicles and equipment that are gasoline, diesel, and/or propane powered, including fire apparatus. Employees assist in training lower-level mechanics when performing more difficult tasks in an on-the-job training capacity, as well as checking the work of others for accuracy, completeness, and other purposes of quality control. Under general supervision, employees exercise reasonable initiative and independent judgment in completing assigned tasks, adhering to established rules and safety practices, and training others in properly using maintenance and repair tools and testing equipment. Some positions require that the incumbent work nights, holidays, and weekends. Work is reviewed through observation while in progress, operational road testing, and/or inspections upon completion.

Examples of Duties

Schedule and personally perform preventive maintenance, major and minor repairs of fire department vehicles and pumping equipment.

Make initial inspections under challenging cases and diagnose mechanical defects.

Provide instructions to department personnel on the maintenance and safe operation of fire vehicles and equipment.

Maintain records of maintenance work, time, materials, and equipment.

Provide service and repair for other agencies as contracted.

Maintain tools and equipment used in repair work.

Road test and otherwise check vehicles for proper operation and detect the source of problems.

Provide input and evaluate the specifications regarding purchasing fire apparatus, equipment, and shop tools.

Perform routine servicing and repairs on fire apparatus and other equipment as necessary.

May respond to emergency call-outs for repairs after hours or on weekends.

Performs complex maintenance and/or specialized repair tasks on automotive, construction, fire, and special vehicles and equipment.

Repairs and replaces mounted boom assemblies and related components; fabricates specialized equipment; performs major repairs to power steering, suspension, and engine components.

Diagnoses and performs repairs of primary fuel, air conditioning, hydraulic, and pneumatic systems.

Operates sophisticated computerized and electronic analytical equipment.

Accurately records work performed in the Fleet Management Information System.

Participate in the training of lower-level mechanics and checks work for quality control.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: advanced methods, practices, tools, and equipment used in diagnosing, maintaining, and repairing gasoline, diesel, and alternative fuel (e.g., propane, CNG, hybrid, and electric) vehicles and equipment; occupational hazards and industry-standard safety precautions for fleet vehicle and equipment maintenance and repair; mechanical, electrical, hydraulic, and pneumatic systems as they apply to automotive, construction, and specialized municipal fleet vehicles and equipment; computerized diagnostic tools and software are used for troubleshooting complex vehicle systems; operation, functionality, and maintenance requirements of various fleet vehicles, including heavy-duty trucks, emergency response vehicles, transit buses, and construction equipment; preventative maintenance programs and best practices to extend fleet life cycles and reduce downtime; environmental and regulatory compliance related to fleet operations, hazardous materials handling, and emissions control.

Ability to: perform complex diagnostics, repairs, and preventative maintenance on fleet vehicles and specialized equipment, including mechanical, electrical, hydraulic, and fuel systems; read and interpret detailed wiring diagrams, schematics, blueprints, service manuals, and technical publications; operate and interpret results from advanced diagnostic and testing equipment to accurately identify malfunctions and determine required repairs; lead, train, and provide technical guidance to mechanics and maintenance staff on troubleshooting, repairs, and safe work procedures; prioritize and assign work orders, adjust schedules as necessary, and ensure efficient workflow within the shop; communicate effectively with supervisors, vendors, and department personnel regarding repair status, equipment needs, and maintenance planning; maintain accurate maintenance records using a Computerized Maintenance Management System (CMMS) for tracking repairs, service schedules, and parts inventory; ensure compliance with workplace safety standards, including proper use of personal protective equipment (PPE) and adherence to lockout/tag-out (LOTO) procedures; operate fleet vehicles and heavy equipment safely for testing, repairs, and transport; work in physically demanding conditions, including lifting heavy equipment, standing for extended periods, and working in adverse weather conditions; establish and maintain effective working relationships with team members, supervisors, vendors, and external agencies.

Skill in: using and maintaining various hand tools, power tools, welding equipment, and precision instruments required for fleet maintenance and repair; diagnosing and repairing complex engine, transmission, electrical, and hydraulic issues efficiently and accurately; utilizing computerized diagnostic systems and software to analyze vehicle performance and troubleshoot mechanical failures; fabricating and modifying parts, brackets, and components to support fleet operations; manage multiple tasks, troubleshoot problems, and implement effective solutions in a fast-paced environment.

Minimum Qualifications

Graduation from an accredited high school or vocational school and at least three (3) years of experience in technical maintenance and major repair of automotive, construction, and specialized fleet vehicles powered by gasoline, diesel, and/or propane; or an equivalent combination of education, training, and experience.

Licenses or Certifications

ASE Master Technician Certification in Automotive and/or Medium-Heavy Truck Series, or an equivalent certification, along with advanced automotive or heavy equipment repair and maintenance knowledge.

Certification in the ASE Medium-Heavy Truck Series (T2–T8) is required for Truck Line, Heavy Equipment.

For Sedan Line assignments, certification in ASE Automobile & Light Truck Series (A1 – A9) is required.

Fire Fleet Technicians may qualify as either ASE-Certified Master Automobile Technicians (A1–A8) or ASE-Certified Master Medium-Heavy Truck Technicians (T2–T8), depending on the vehicles they service.

Certifications: Depending on their assignment, technicians must be Master Certified by the National Institute for Automotive Service Excellence (ASE) in either the Medium/Heavy Truck (T2–T8) or Automobile & Light Truck (A1–A9) series and possess at least one Emergency Vehicle Technician (EVT) certification.

Licensing: All technicians must have a valid Florida driver's license. Technicians in the truck line and heavy equipment category also need a Florida Commercial Driver's License (CDL) Class "B."

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
