This is highly responsible professional engineering and supervisory work involving traffic engineering, right-of-way permitting, data management, and departmental and interagency collaboration.
The Smart Mobility Division Chief Engineer leads Transportation System Management and Operations (TSMO) through SMART City strategies and Right-of-Way (ROW) Permitting. This role is responsible for traffic signal system and intelligent transportation systems (ITS) infrastructure and traffic operations; GIS and data management; and Maintenance of Traffic (MOT) coordination to ensure safe and efficient travel throughout the city. Work is reviewed through conferences, reports submitted, and results obtained. Appointed position; employee serves at the pleasure of the Mayor.
Lead the planning, design, and construction of traffic signals and ITS devices.
Evaluate emerging technologies such as connected vehicle infrastructure, edge computing, and AI-based traffic control for future deployment.
Integrate TSMO principles into infrastructure projects, including corridor monitoring, multimodal prioritization, and active traffic management.
Manage the ROW permitting team which includes Maintenance of Traffic (MOT) plans for construction, special events, and emergency operations to ensure safe accommodations and minimize disruption of travelers.
Ensure compliance with federal, state, and local regulations, including MUTCD and IMSA standards.
Collaborate with the Smart Mobility Manager to lead a team of supporting engineers and technicians to align traffic infrastructure capabilities with operational goals and data systems.
Work in preparation, response, and recovery activities related to declared emergencies, possibly including hurricane, tropical storm, pandemic, or other emergencies.
E Supervise professional and technical personnel; assign work, set priorities; and define procedures to facilitate initiatives; complete performance evaluations on subordinates; and recommend personnel actions such as discipline, demotions, suspensions, and dismissal.
Perform related work as required.
Extensive knowledge of: principles and practices of traffic engineering, TSM&O, and SMART Cities strategies and initiatives; and Right-of-Way management for utility coordination, construction, and special events.
Considerable knowledge of: engineering and administrative management procedures, practices, and methods; knowledge of federal and Florida Department of Transportation (FDOT) design standards, guidance, and reference materials.
Ability to: supervise the work of personnel engaged in a variety of technical and engineering assignments, set and deliver on team production goals, coordinate parallel work efforts, lead and develop supporting staff, and draw well supported sound conclusions.
Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor. Minor field work is required for observation and investigation.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
