Introduction

This is manual and semi-skilled transportation construction, maintenance and repair work.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing various manual and semi-skilled tasks of average difficulty in transportation construction, maintenance, and repair at the Transportation and Stormwater Services Department.  Employees operate power tools and small equipment.  Under general supervision, the employee exercises some initiative and independent judgment in performing assigned tasks.  Employees are required to perform tasks of a hazardous nature.  Positions require the employee to work various shifts to include nights, weekends and holidays.  Work is reviewed while in progress and upon completion through observations and results obtained.

Examples of Duties

Performs manual and semi-skilled laboring tasks related to transportation construction, repair, and maintenance; cuts out streets and driveways; manually excavates, backfills and compacts excavated areas to facilitate manual repair; processes weight/trash tickets;  manual asphalt paving and patching repair tasks; core drilling, mixing concrete and installing manhole riser rings and raised pavement markers.    

Locates utilities on the job; performs measurements; interprets gauge and meter readings; cleans work area; organizes the job site.    

Completes attendance records and timesheets (KRONOS); prepare and maintain records of work accomplishments; and reports customer complaints to appropriate parties.    

Perform lead responsibilities by request of the supervisor/team leader; records customer complaints.    

Place, install and maintain traffic control devices (advanced warning signs, barricades, cones, barrels, etc.) install traffic signs; install raised pavement markers (temporary); and repair existing street markings.    

Operates the following: paint machine; magnetic utility locators;  kettle; hand and power tools; small equipment such as walk behind saws, chain saws, pole saws, tampers, fire hydrants; air compressors and generators.    

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge:  proper safety practices; proper use of hand signals for traffic and equipment operations; measuring techniques; techniques employed in patching and paving tasks; transportation construction practices; geographical information systems (GIS) and communications equipment.       

Ability to:  read and write; understand and follow oral and written instructions; read and interpret road and street atlases; perform measurements; operate hand and power tools; drive and work safely; perform work requiring physical strength; operate small equipment; work in a team atmosphere; be a self-starter, try new ideas and acquire and maintain skills flexibility; communicate effectively; deal with and resolve conflict within a team; be courteous under pressure; establish and maintain effective working relationships with co-workers and general public; work shifts, including nights, weekends and holidays.       

Skill in:  the use and care of hand and power tools; the use of small equipment; driving heavy trucks.

Minimum Qualifications

Graduation from an accredited high school, technical or vocational school and up to two (2) years of experience – must meet the Level 1 Skills Matrix within six (6) months; or, if already employed at Water Distribution, Collections or Stormwater, must meet level 1 skills matrix. 

Licenses or Certifications

Possession of a valid Florida Commercial driver’s license, Class “A” (with tanker endorsement).  

IMOT (Intermediate Maintenance of Traffic) is preferred.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
