Introduction

This is semi-skilled and skilled work at the journeyman level in connection with the general maintenance and repair of the parking division facilities and occasional construction of structures, with emphasis on performing the more skilled upgrade and remodeling of buildings and facilities. Bargaining unit position.

Nature Of Work

Employees in this class apply specialized journey level skills in multiple trades areas performing tasks in the repair, modification, and maintenance of the parking division facilities and in some aspects of construction of limited structures. Typical trade areas in which employees exercise skills include carpentry, masonry, painting, plastering, roofing, and flooring, plumbing and electrical etc. A significant portion of the work of employees in this class includes performing various semi-skilled manual tasks of average difficulty in construction, maintenance, repair and/or other related municipal services, operating power tools and equipment and applying particularized knowledge and skills related to area of assignment. Some assignments might require employees to perform tasks of a hazardous nature and/or to perform in a lead capacity. Work is of more than average difficulty, requiring the application of reasonable initiative and independent judgment consistent with standard trade practices. Under general supervision, employees are expected to complete tasks and adhere to standard trades practices and procedures and to ensure that work is performed in a safe manner.

Employees frequently work in proximity to vehicular traffic, requiring caution and skill to preclude injury to self and others. In addition to parking regulations enforcement, the employee may assist in general traffic maintenance activities, including installing traffic cones, barricades, temporary striping and special events traffic control. Employees are expected to make rational decisions calmly and quickly in emergencies or hazardous situations. Work is reviewed while in progress and upon completion, through observation and results obtained.

Examples of Duties

Performs a variety of semi-skilled tasks including carpentry, painting, brick masonry, and cement work; participates in construction, maintenance, and repair of buildings, facilities, streets, and other installations; operates power tools, trucks, and other light and medium equipment; may perform minor plumbing and electrical related work not requiring technical expertise.

Installs diverse parking equipment to ensure efficient parking operations. Reads, interprets, and works from blueprints, diagrams, and schematics.  Prepares forms and reports, work orders and forwards to supervisor for review and approval.

Performs skilled bench work in shop operating power saws, jointers, planers and related equipment; performs locksmith tasks, including re-keying, installing panic bars, deadbolts and other hardware.

Assuming lead responsibilities in absence and by request of the crew leader or supervisor, determining work priorities in order to make assignments.  Obtains quotes for contractual services according to plans and specifications for work not to be performed by city staff.

Operates a motor vehicle; operates communication equipment such as radio, citizen band radio and paging system to communicate with necessary parties.  Cleans vehicles to maintain appearance; checks equipment to be sure it is utilized properly to facilitate safe and proper operation.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: methods, practices, materials, tools and equipment of building maintenance and repair work; a variety of building construction trades (e.g. carpentry, painting, masonry, roofing, etc.)

Working knowledge of: occupational hazards associated with building maintenance, repair and construction and pertinent safety measures and precautions; a variety of adhesives, epoxies and the application of plastics, veneers, laminates and wood products in interior finish work.

Skill in: use and care of hand tools, power tools, and other related materials and equipment.

Ability to: read and interpret basic blueprints, sketches and oral and written instructions and determine materials needs and estimate job time; establish and maintain effective working relationships with other city employees and the general public; lift heavy construction and maintenance materials [such as platforms, partitions, lumber, etc.]; operate motor vehicles, including trucks; climb ladders and work in high places; perform inspections of building, roofing, cement work, and painting.

Physical Requirements

Ability to lift 40-60 lbs., mostly standing and a combination of working indoors and outdoors.  Requires some use of computer, typing and viewing a monitor

Minimum Qualifications

Graduation from an accredited high school or vocational school and three (3) years of experience in building maintenance and repair work including a variety of trades areas, with six (6) months of experience in interior finish work; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of: a valid Florida driver’s license is required.
