Introduction

This is responsible work involving operations support of the parking division. Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing a variety of tasks in the enforcement of City ordinances, parking regulations, and operating rules within the parking division. Work is of routine difficulty and includes but is not limited to performing such tasks as providing patrol service to reduce acts of vandalism and disturbance upon city property, maintaining the peace, and providing support to the operation. Under general supervision, employee receives instructions orally and in writing and is required to exercise some initiative and independent judgment as well as tact, courtesy, and impartiality in contacts with the general public. Employee frequently works in proximity to vehicular traffic, requiring caution and skill to preclude injury to self and others. In addition to parking regulations enforcement, the employee may assist in general traffic maintenance activities, including installing traffic cones and barricades, and special events traffic control. Employees are expected to make rational decisions calmly and quickly in emergency or hazardous situations. Employees might be required to work flexible hours, weekends, holidays, and nights. Work is reviewed through reports submitted, observations, and results obtained.

Examples of Duties

Enforces all City ordinances and official parking operating rules and regulations as promulgated by the division.

Collects monies from pay stations located throughout the city several times per week and participates in the ending collections process.

 

Patrols municipal facilities on foot or in a motor vehicle to guard against fire, theft,

vandalism, and other disruptive acts; ensures that buildings, equipment, and materials are secured; checks gates and doors to ensure that they are locked; keeps unauthorized persons out of area and away from equipment and materials; observes any unusual conditions and resolves or reports as circumstances require; requests police, fire, or other assistance in resolving problems or quelling disturbances as necessary.

 

Tasks performed in the operation of the assigned facilities include managing the day-to-day operation such as: traffic control, customer service, citation issuance, minor painting, assuring cleanliness of the facilities, and preparing requests for maintenance and repairs.

Assists facility visitors by providing directions, answering routine questions about assigned area or the city, and referring to appropriate persons for other information. Completes reports and other forms such as accident reports when required.

 

Places safety cones, barricades, and warning lights in hazardous areas in order to protect pedestrians and drivers from construction work.

   

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: parking and/or government principles, accepted practices and methods of operating a parking facility; rules and regulations pertinent to parking operations; methods and techniques used in surveying maintenance needs for buildings and facilities; effective public relations principles and techniques; analyze problems and objectively deal with people; observe and record incidents clearly and completely: prepare and present clear and concise reports both orally and in writing; establishing and maintaining effective working relationships with supervisors, officials, other personnel, and the public.

Knowledge of: the city, its geography and the location of parking facilities as

required; custodial procedures as required; Intermediate reporting and records keeping procedures.

Ability to: remain alert and observant while working alone; think and act quickly and calmly in emergencies; establish and maintain effective working relationships with supervisors, other employees, and the general public; perform minor first aid procedures as required; prepare routine reports as required. Handle large amounts of monies.

Skill in: the operation of a lightweight motor vehicle.

Physical Requirements

Mostly standing, a combination of working indoors and outdoors.  Requires some use of computer, typing and viewing a monitor

Minimum Qualifications

Graduation from an accredited high school and one (1) year of experience in parking operation, security work, customer service, or related field; or an equivalent combination of training and experience.

Licenses or Certifications

Satisfactory completion of a sixteen (16) hours training program established and approved by the Florida State Police Standards and Training Commission under the provisions of section 316.640, Florida Statutes must be completed within probationary period.

Possession of a valid Florida driver's license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
