Introduction

This is responsible professional work involving a variety of operational programs, unique projects and related support to the Parking Division.

Nature Of Work

The employee is responsible for performing professional work involving parking-related project assignments, which may include project development, parking program development and oversight, and coordination with other City departments, external agencies, other stakeholders, and the public. Under direction, the employee is required to exercise considerable initiative and independent judgment in selecting work methods and formulating sound recommendations. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Provide assistance with implementing the City’s Parking Master Plan and coordinating parking elements of the City’s Comprehensive Mobility Plan, including monitoring of plan elements and periodic evaluation and appraisal of the Plan with subsequent major updates and amendments; provide assistance with coordinating parking elements of the City’s Municipal Code, including periodic evaluation and appraisal of the Code with subsequent major updates and amendments.

On a project basis, oversees and coordinates with staff in parking related projects, such as commercial and neighborhood area wide parking plans; and assisting with development of conceptual plans. 

Serves as liaison with other governmental officials, agencies, and neighborhood associations to coordinate parking projects; prepares reports and correspondence; replies to parking related inquiries from the general public; assist in presenting future needs of the department with other agencies and stakeholders; documents and tracks parking programs and projects for internal and external reporting. 

Assist in the preparation and distribution of key program and project messaging; maintains program and project website content.

Serves as a liaison to the Parking Division’s contracted vendors, including; coordinating and tracking of projects, assisting in providing project design, coordinating deadlines, and in reviewing a completed project for quality assurance prior to closeout.

Create physical Parking Division-related signage, decals, and other print materials, through the use of computer-aided design software.

Maintain an accurate inventory of print materials and parts and initiate purchase orders to ensure adequate stock levels are maintained.

Routinely inspect and troubleshoot print production equipment to minimize downtime and ensure optimal quality outputs.

Operate fabricating equipment for applying sheeting and films to metal sign blanks and other display medium.

Ensure consistency across designs and proper messaging for all digital and print materials.

Performs related work as required.

Knowledge, Skills & Abilities

Comprehensive knowledge of: principles and practices of state and local parking regulations including Florida State Statute and City of Tampa Code.

Considerable knowledge of: the general methods, principles, and practices of digital and graphic design. Preferably extensively skilled in the use of graphic design programs such as Adobe Photoshop, Illustrator, and Microsoft Publisher. 

Ability to: plan and design graphic and print material using common digital design platforms. Ability to effectively communicate through written and verbal skills. Ability to handle the pressure of meeting tight deadlines. Describe and explain complex or highly detailed reasoning in terms understandable by the general public. Conduct analytic and on-site research and observations and use collected data to inform decisions and recommendations. Establish and maintain effective working relationships with city officials, directors, managers, and employees, officials of other governmental organizations, representatives of public and private organizations, and the general public.

Physical Requirements

Ability to lift 40-60 lbs., mostly standing and a combination of working indoors and outdoors.  Requires some use of computer, typing and viewing a monitor

Minimum Qualifications

Graduation from an accredited college with an associate’s degree in business, project management or a related field and two (2) years’ experience in parking operations or project management as appropriate to the job OR An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Possession of a valid driver’s license is required.
