This is responsible work involving the coordination and assigning of resources to ensure customer demand for service is met by the Department of Solid Waste and Environmental Program Management.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for planning, coordinating, and scheduling work activities of drivers, work teams and applicable contractors, reviewing site plans for code compliance as it relates to dumpster, compactor and container installation, vehicle turning radius, etc. for multiple business units to provide cost safe, effective waste management and collection services and installation, maintenance and repair of specialized containers and equipment. Employee ensures availability of required equipment, manpower and resources.  Under general supervision, the employee performs tasks of average difficulty requiring the exercise of reasonable initiative and independent judgment.  Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Plans service delivery activities for commercial services: roll-off, compactor, front-load (garbage & recycling), commercial carts (garbage & recycling), commercial bulk collection, SWEEP Program, illegal dumping, special events and work orders to meet customer demand for service.   Identifies customer demand levels and planned work activities; maintains continuous 7-day and 14-day interval forecasts of resources required to meet customer demand levels and projects; prioritizes, schedules, and coordinates resources; coordinates work and training needs with solid waste supervisors and Safety and Loss Prevention Specialist, support groups and leadership.   Serves as the Administrator of the department’s Work Force Management program; plans, assigns, trains, and reviews the work of other employees engaged in activities of logistics, dispatching, reviewing and approving work orders; provides technical advice and guidance to coworkers to ensure exceptional customer service.   Coordinates utilization of various software systems used by the department for vehicle tracking and monitoring, radio frequency identification, workforce management, scheduling and routing optimization; performs continuous evaluation and assessment of the systems used; assists with providing sustained, dynamic, and cost effective routing.   Reviews available department resources daily and weekly against demands for service and tasks to ensure services are provided in a timely and efficient manner according to utility billing records, service agreements, department standard operating procedures and policies; leverages information in real-time to re-route and re-allocate resources; works with department supervisors to effectively resolve service, inventory, and resource issues outside of employee controls.   Establishes work force system perimeters; creates and modifies solid waste collection routes/zones using enterprise GIS software and telematics mapping (ESRI & U-Map, Utility Management System MS) or other software used by the Department; ensures accuracy of maps and routes used in work force management software system, Utilities Call Center and City GIS system for the public. Provides zone maintenance reports; monitors and analyzes backlog for scheduling; maintains work management system database; organizes and categorizes workload backlog requirements.   Schedules team work/routes based on established performance measures and provides feedback to solid waste supervisors and superintendents utilizing Department’s Work Force Management, GPS and asset management systems on the effectiveness of planned, on-demand, immediate and reactive service delivery and container maintenance programs; is responsible for reporting collection point data, vehicle and personnel availability, productivity, service failures and causes, service delivery efficiency, and container shop production and quality control measures.   Ensures availability of required equipment; stages equipment for planned work; enters personnel and vehicles used in the collection of waste and maintenance into software systems used by the department for record keeping; coordinates repair and maintenance of equipment with Solid Waste Asset Supervisor to minimize negatively impacting service delivery. Performs related work as required.

Knowledge, Skills & Abilities

Desirable knowledge of: predictive maintenance systems; inventory system; purchasing system; city budget process; equipment maintenance requirements; resources; division process; triage. Advanced ability to: gather, organize, analyze and monitor data; create various reports; make sound decisions. Basic ability to: make recommendations; read atlas; operate a lightweight vehicle. Advanced skill in: computers (Access, Excel, Word, reporting software); records keeping; use of GIS, ARC View, mapping software or similar products.  Intermediate skill in: communication; human relations. Accountabilities: number of backlogged work orders, zones and routes completed; percentage of scheduled work orders completed (end-of-month report); percentage of routes completed; ratio of planned versus corrective; number of monthly forecast reports completed per year; average time to complete work orders and routes by category.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of experience in procurement, scheduling projects, working with a recognized Computerized Maintenance Management System (CMMS), and/or performance tracking; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.


Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
