Introduction

This is highly responsible professional and supervising work involving environmental coordination activities.

Nature Of Work

An employee in this class is responsible for performing and supervising a variety of urban environmental coordination tasks of considerable difficulty. Under general direction, employees are required to exercise considerable initiative and independent judgment in performing environmental analyses, preparing documents, formulating recommendations for officials, and managers assisting in related permit issuance coordination with other agencies, and in supervising employees performing urban environmental coordination activities. Primary responsibilities also include execution of tasks connected with the development of short- and long- range plans that are converted into workable project plans; plans must coordinate with the municipal operating and capital improvement program budgets. Work is reviewed through conferences, oral and written reports submitted, and results obtained.

Examples of Duties

Coordinates and monitors planning on a city--wide basis as it relates to environmental impact assessments and permitting.
 
Studies proposed municipal projects and develops suggestions and recommendations required for the formulation of environmentally safe plans; analyzes environmental conditions and indicators and prepares projections regarding potential changes in these conditions. 

Maintains liaison with city department directors as well as with municipal officials to determine environmental planning needs and to provide assistance; maintains liaison is both public and private sectors with federal, state, regional, and local environmental or planning agencies to coordinate preparation of resource utilization options at various levels. 

Prepares written reports, charts, graphs, and technical documents; participates in preparation of environmental impact statements for municipal projects in conjunctions with engineers, consultants, and appropriate authorities.
Reviews and analyzes possible sources of project funding; provides technical advice and assistance to departments in the preparation and submission of permit or grant applications. 

Monitors all applicable federal, state, regional, and local environmental regulations; keeps abreast of all phases of community environmental activities. 

Recommends employment, promotions, transfers, discipline, demotions, and dismissals of subordinate employees as necessary; responds to employee grievances; completes employee performance evaluations and reviews those completed by subordinate supervisory personnel; responds to employee leave requests; ensures that subordinate employees receive appropriate orientation and training. 

Supervises and reviews work of subordinate personnel; confers with legal staff in order to secure options for use in legal proceedings; coordinates work with engineering, inspectors, utilities, and contractors to keep project on schedule; provides general supervision of consulting engineers to ensure their conformance to work standards; maintains on-going monitoring of contracts to ensure compliance with city regulations or requirements; monitors work programs to ensure contract compliance and timely response to assigned project; negotiates with regulatory agencies; represents city on boards and committees. 

Participates in the preparation and control of annual municipal and multi-year operating, capital improvement, and program budgets; compiles financial data for budget preparation; extracts data from reports in order to identify problems, develop solutions, or make necessary changes. 

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: the full range of ecological principles and techniques relating to environmental planning; grants, reports, and graphic preparations related to environmental projects. 

Considerable knowledge of: statistical, quantitative, and problem analysis methods; legislation affecting local environmental planning concerns; day-to-day environmental permitting; supervisory techniques. 

Ability to: develop methodologies necessary for the formulation of urban resource allocation plans that affect the environment; manage, assess, and evaluate environmental analytical data and draw sound conclusions; prepare and present technical oral and written reports; supervise, direct, and train subordinate personnel; establish and maintain effective working relationships with employees, officials, and the public.

Minimum Qualifications

Graduation from an accredited college or university with an master's degree in business administration, environmental science or a related field and three (3) years Supervisory experience.

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as needed. During periods when the mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
