Designs, details, prepares, reviews, and leads other employees in developing and implementing plans for environmental programs, promotional activities, special events, given projects, data analysis, and participates in formulating environmental education and legislation compliance programs.
Coordinates environmental work, programs, and projects with engineering, inspectors, utilities, and contractors; drafts environmental documents, reports, studies, plans, applications, and other related documentation; answers requests for information from the public, city, or other agencies about city services, municipal ordinances, environmental regulation, programs, and environmentally impacted properties.
Reads and interprets, technical documents and diagrams to determine proper installation and configurations; examines general commercial, industrial, and residential construction site plans to assure conformance to applicable environmental rules and regulations.
Collects, assimilates, and assists in the analysis and interpretation of data and indicators regarding municipal conditions; gathers, compiles, sorts, and categorizes information needed for ongoing research studies and special projects.
Serves as the city's appointed representative on environmental advisory committees and provides consultative services on environmental issues pertaining to City and private public projects.
Investigates and ensures compliance with local, state, and federal regulations for systems within the Integrated Solid Waste System; to include compliance of environmental problems such as stationary tank storage, illegal dumping, hazardous waste sites and spills, possible site contamination, and related sanitation hazards; addresses noncompliant environmental offenders.
Assists with permitting (i.e., air, water, waste), providing compliance support in accordance with federal, state, and local regulations through coordination of various activities i.e. sampling, and reporting, data handling and analysis, and conducting regulatory research.
Conducts environmental compliance audits, assessments, and inspections to determine compliance with Federal, state, and local standards, and Departments environmental policies and procedures.
Develops, drafts, revises, and recommends program or project plans to address environmental problems and needs of the city; monitors programs and/or projects progress; advises and assists other departments on environmental issues; coordinates training for employees required to maintain occupational certification.
Interacts with other City departments; coordinates and advises on capital improvement projects and environmental maintenance activities; writes technical specifications; selects, works with, and supervises project contractors and consultants; oversees construction and maintenance work on-site; and interacts with local, state, and federal regulatory agencies.
Assists other departments in arranging for, reviewing, and interpreting environmental reports and assessments; makes recommendations related to the acquisition of property and environmental liability.
Oversees contamination assessments and remediations resulting from releases of petroleum and other regulated contaminants, often under legal enforcement; interfaces with facility personnel, coordinating various city departments, contractors, engineering consultants, and legal counsel; maintains awareness of clean-up and disposal options, and available sources of financial and resource assistance.
Instructs city departments, the public, and businesses on safe disposal practices, especially for items not permitted in the everyday solid waste collection; coordinates activities for disposal of household chemicals; is responsible for contractual arrangements and public information and communication.
Works with legal staff and regulatory agencies to develop, maintain, and enforce city ordinances consistent with Solid Waste and Waste-to-Energy operational permit requirements.
Prepares annual and quarterly reports required by regional and national regulatory agencies, and other reporting requirements as requested.
Oversees environmental program enforcement activities, represents the department in all court cases, manages all vendor and 3rd party contractor partnerships, and reconciles all administrative processes monthly.
Provides input into the budget, monitors budget performance, reviews and processes invoices, and prepares various summary analyses when requested.
Performs related

Considerable
Knowledge of:
environmental health and safety; local, state, and federal environmental
regulations, including applicability, inspection, and enforcement.
Ability

clearly and concisely, orally and in writing; conduct advanced research and
analysis of data, drawing sound conclusions; use tact and diplomacy in
addressing non-compliant environmental offenders; use personal computers and
industry related software; establish and maintain effective working
relationships with other employees, representatives of outside agencies, and
the general public.
Possession of a valid driver's license required.
Hazardous Waste Operations and Emergency Response (HAZWOPER) Certificate when assigned to Solid Waste.
