This is responsible professional work involving a variety of environmental functions operating at an advanced level while performing tasks of heightened complexity that require a deeper understanding of environmental rules and regulations.
An employee in this class is responsible for performing a variety of tasks of considerable difficulty, which may include planning, development, inspection, maintenance of environmental related projects as well as educational outreach, public speaking, and program management activities. Under general direction, employees exercise a high degree of initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives, and goals. Employee must possess knowledge of various environmental rules and regulations, be capable of drawing sound conclusions based upon this knowledge and be able to use communication tools to convey department’s goals/issues. Employees in this class are distinguished by their extensive oversight on educational programs, public awareness, conservation projects, collecting, interpreting, and analyzing data, or
.participating in the formulation of programs for environmental education and legislation compliance. Employees will supervise reporting staff in the completion of work aimed at meeting established goals and objectives. . Work is reviewed while in progress and upon completion through conferences, oral and written reports, and observation of results obtained
Develops and supervises the implementation of conservation and environmental projects and initiatives.
Designs, details, prepares, reviews, and supervises other employees in developing and implementing plans for environmental/conservation programs, promotional activities, special events, data analysis, and participates in formulating environmental education and legislation compliance programs.
Coordinates environmental work, programs, and projects with engineering, inspectors, utilities, and contractors; drafts environmental documents, reports, studies, plans, applications, and other related documentation; answers requests for information from the public, city, or other agencies about city services, municipal ordinances, environmental regulation, programs, and environmentally impacted properties.
Supervises the collection analysis and interpretation of data for ongoing research studies and special projects.
Serves as the city's appointed representative on environmental advisory committees and provides consultative services on environmental issues pertaining to City and private public projects as needed.
Investigates and ensures compliance with local, state, and federal regulations with environmental problems such possible site contamination and related sanitation hazards; addresses noncompliant environmental offenders.
Assists with permitting (i.e., air, water, waste), providing compliance support in accordance with federal, state, and local regulations through coordination of various activities i.e. sampling, and reporting, data handling and analysis, and conducting regulatory research.
Develops, drafts, revises, and recommends program or project plans to address environmental problems and needs of the city; monitors programs and/or projects progress; advises and assists other departments on environmental issues; coordinates training for employees required to maintain occupational certification.
Interacts with other City departments; coordinates and advises on projects and environmental maintenance activities; may also interact with local, state, and federal regulatory agencies.
Supports other departments in arranging for, reviewing, and interpreting environmental reports and assessments; makes recommendations related to the acquisition of property and environmental liability.
Oversees contamination assessments and remediations resulting from releases of petroleum and other regulated contaminants, often under legal enforcement; interfaces with facility personnel, coordinating various city departments, contractors, engineering consultants, and legal counsel; maintains awareness of clean-up and disposal options, and available sources of financial and resource assistance.
Instructs city departments, the public, and businesses on safe disposal practices, especially for items not permitted in the everyday waste collection and disposal system and with more difficult or unusual requests.
Works with legal staff and regulatory agencies to develop, maintain, and enforce relevant city ordinances.
Prepares annual and quarterly reports required by regional and national regulatory agencies, and other reporting requirements as requested.
Oversees environmental program enforcement activities, represents the department in all court cases, manages all vendor and 3rd party contractor partnerships, and reconciles all administrative processes monthly.
Develops budget, monitors budget performance, reviews, processes and tracks invoices, and prepares various summary analyses when requested.
Performs related work as required.
Knowledge of: environmental health and safety; local, state, and federal environmental regulations, including applicability, inspection, and enforcement.
Ability to: express ideas clearly and concisely, orally and in writing; conduct advanced research and analysis of data, drawing sound conclusions; use tact and diplomacy in addressing non-compliant environmental offenders; use personal computers and industry related software; establish and maintain effective working relationships with other employees, representatives of outside agencies, and the general public.
A combination of working indoors and outdoors (both office and field work). Requires use of computer, typing and viewing a monitor.
Graduation from an accredited college or university with a bachelor’s degree in environmental studies or a related field and five (5) years of progressively responsible experience in environmental conservation, education, or investigation for environmental compliance; OR an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.
Team lead experience preferred.
Possession of a valid driver's license required.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
