Introduction

This is highly responsible supervisory and administrative work involving complete oversight and compliance of solid waste collections and disposal activities, including recycling, yard waste, and Class I & Class III material. This role entails significant supervisory and administrative responsibilities, focusing on the comprehensive management and adherence to regulations regarding solid waste collection and disposal operations, which includes recycling, yard waste, and encompassing all Class I & Class III materials.

Nature Of Work

An employee in this class is responsible for assigning, reviewing, reporting, and supervising multiple crews of operators in solid waste collection, recycling collection, yard waste, and all disposal operations. An employee in this role is tasked with the assignment, oversight, evaluation, and management of various teams engaged in solid waste collection and disposal of all Class I and Class III materials, including all recycling and yard waste. The position entails significant challenges and necessitates ongoing planning, scheduling, and personnel routing to ensure efficient operations, with a strong emphasis on improving departmental performance and enhancing customer satisfaction. This role requires a comprehensive understanding of integrated solid waste systems, which must be applied in diverse and complex situations. Under supervision, the position involves substantial interaction with the public, necessitating the use of tact and courtesy to address and resolve customer inquiries and complaints. Employees in this role may need to be available on-call during evenings, weekends, special events, and city-recognized holidays and follow a rotating schedule. A high degree of initiative and independent judgment is essential for interpreting collection and disposal regulations, ensuring compliance, and supervising subordinate staff. Work performance is monitored through the Routeware platform during operations, upon completion, and through observations, submitted reports, and outcomes achieved.

Examples of Duties

Oversee and organize a variety of intricate fleet vehicles and equipment utilized in refuse collection and disposal activities. 

Analyzes daily operational tasks; examines the demand and volume for collection and disposal routes; recognizes opportunities for increased efficiency through re-routing and provides recommendations for routing adjustments. 

Ensures adherence to safety protocols, monitors compliance with regulations, and investigates all incidents and injuries. 

Actively participates in accident reviews and the Internal Review Process (IRP), recommending and implementing corrective measures as needed. 

Provides guidance, support, and training to employees involved in accidents or injuries.

Implement and recommend Smith System Professional Driver Training and Defensive Driving courses for education and post-accident management. 

Collaborates closely with Human Resources and Risk Management operational status reports for routes using route management platform and other electronic software tools. 

Performs site review verifications and provides recommendations for site plan approvals, denials, or conditions for approval. 

Conducts route audits to identify areas for improvement in productivity and safety. 

Manage complaints related to a designated area are received, resolved, and tracked, with appropriate actions taken in response to customer concerns. 

Monitor field collection and ensure service verification is conducted using advanced technology such as GPS and AVL. 

Perform field reviews of ongoing work are performed to ensure assignments are completed safely, efficiently, and on time, in compliance with Federal DOT regulations, city and departmental policies, and all relevant DEP permits, EPC, and stormwater drainage requirements. 

Support the Division Superintendent in fostering a positive, team-oriented environment that enhances morale, productivity, and efficiency, while collaborating to clarify key business objectives and strategies for desired outcomes. 

Partners with management to establish and understand the competitive landscape and market dynamics, leading to the development and implementation of comprehensive business strategies and plans that align with growth objectives. 

Oversees, guides, and evaluates the performance of subordinate staff involved in waste collection and disposal activities. 

Responsible for recommending personnel actions such as hiring, promotions, disciplinary measures, transfers, demotions, suspensions, and terminations. 

Addresses employee grievances, conducts performance evaluations, approves leave and training requests, and aims to reduce overtime. 

Identifies instances of vehicle misuse or operator negligence. 

Acts as the first responder for departmental accidents or incidents, conducting investigations and documentation. 

Capturing and communicating essential service, safety, and equipment concerns. 

Sets and tracks productivity, service, and safety goals for each route and driver, ensuring compliance with drug or alcohol testing, and training mandated by regulatory bodies. 

Reviews driver attendance, work orders, and vehicle condition reports, following up as necessary. 

Ensures that preventive and scheduled maintenance of equipment is completed and performs minor repairs. 

Recommends changes to preventive maintenance standards for vehicles and collaborates with FLEET Maintenance to guarantee adequate vehicle availability for departmental needs. 

Suggests necessary equipment and machinery to enhance operational efficiency and monitor inventory levels of supplies and materials. Additionally, fulfills emergency management responsibilities as designated by department leadership.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive understanding of: Heuristic routing, safety best practices, methods, materials, techniques, and equipment employed in all collection and disposal operations; familiarity with the city, including its geography and street layouts; operation and maintenance of vehicles and equipment used in solid waste management; and techniques and procedures for scheduling vehicle maintenance.

Proficient understanding of: efficient supervisory methods; potential occupational risks and safety measures; construction, assembly, and maintenance standards for various refuse collection and disposal vehicles and equipment; materials, supplies, tools, and equipment utilized in solid waste management; clerical and financial record-keeping practices in solid waste operations; computer systems and associated software, including the route management platform, with an emphasis on field applications using tablets and mobile devices.

Ability to: Organize, delegate, guide, oversee, and evaluate the tasks of subordinate staff; foster and sustain productive, ethical relationships with employees, officials, clients, and the public; comprehend, interpret, and efficiently execute both written and verbal directives; keep accurate records and generate clear oral and written reports utilizing technology and analytical data via the Routeware platform for performance metric reporting; assess the department's competitive standing by examining market and industry trends; evaluate the strengths and weaknesses of current and prospective customers (both internal and external) in relation to competitors.

Minimum Qualifications

Graduation from an accredited high school or technical/vocational program and five (5) years of increasingly responsible experience in solid waste operations, which must include a minimum of one (1) year in a supervisory or leadership role.

Licenses or Certifications

Possession of at least a valid Florida Commercial driver's license, Class "B" with Air Brakes. Ability to obtain NIMS levels 100, 200, and 700, HAZWOPER and SWANA (Solid Waste Association of North America- Integrated Solid Waste Management Systems) certifications within six (6) months of employment. Will complete Smith System, Defensive Driving, and CPR within the first 6 months of hire.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
