Introduction

This is highly responsible analytical and technical work involving all phases of the Stormwater Assessment Program. 

Nature Of Work

An employee in this class is responsible for utilizing technologies for stormwater assessments, billing charges, customer information and inquiries. Tasks performed in GIS involves computer screen digitizing, geo-spatial data collection, manipulation and analysis.  Work is of more than average difficulty and includes creation and maintenance of spatial data topology and attributes, resources and operation of software within the context of programs and policy directives according to statutory requirements and applying the outcome to stormwater assessment classifications for calculations. Reasonable initiative and independent judgment are necessary in digitizing and integrating GIS data from a variety of sources, troubleshooting and verifying data, calculating, editing, and joining attributes to geographic features and performing analytical tasks. An important result of work activities is the development of the Stormwater Utility Assessment Rolls. Work is performed under general supervision and is reviewed through conferences; reports submitted, and results obtained.

Examples of Duties

  • Analyze, update, maintain and create GIS layers to represent current conditions, data, attributes and quality assurance; Manage historic roll statistics; coordinates with other departments and agencies to receive necessary information to prepares and compile detail reports and special purpose maps; utilizes queries and other GIS tools to analyze spatial data to assist in decision making and roll correction.
  • Ensuring Stormwater assessment roll compliance with City Code CH 21 and statutory requirements.  
  • Compiles complex information regarding properties for the Stormwater utility assessments, mitigation credit and revenue purposes.
  • Provides customer support for the Stormwater Assessment Program; explains stormwater service assessments, municipal ordinances, codes changes, and requirements to consumers.
  • Tracks all complaints and inquiries and drafts responses where appropriate; refers issues to engineers and supervisors as appropriate.
  • Prepares correspondence and assists supervisor with special projects, preparation and updating of project management spreadsheets, etc.
  • Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: Public utility systems, preferably Stormwater Assessments. City Code, regulations, and procedures. Business English and accepted practices of grammar and composition; Customer Service. 

Working knowledge of:  GIS systems (ArcGIS, ArcMap); researching spatial data availability from internal and external sources; modern office practices, procedures and equipment; software (including Excel, Access and Adobe);

Ability to:  Collect, assimilate, analyze, and interpret data to draw sound conclusions; prepare oral and written reports; access and use automated databases; understand and follow complex oral and written instructions; read, understand and interpret property records and legal documents; maintain files and records. Positive interpersonal skills, exercise of tact and courtesy, and effective writing skills are required.

Minimum Qualifications

Graduation from an accredited high school and five (5) years of experience in data analysis to include customer service experience within a public utilities, real estate or similar environment; and one (1) year of experience in the use of a commercial GIS software package (ArcGIS, ArcMap); or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid State of Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
