Nature Of Work

An employee in this class, under general supervision, coordinates and implements a comprehensive departmental program to develop and track the knowledge, skills and abilities of Mobility Operations Division employees. Work is of average difficulty and requires the exercise of some initiative and independent judgment in ensuring ongoing compliance with all mandatory skills matrix certifications, CEUs required to maintain certifications, emergency management classes and certifications, and program development. Work involves liaison with City Risk Management/Safety, division management including team leaders and planner/schedulers and coordination with external educational agencies. Work is reviewed through conferences, observations, reports submitted, and results obtained.

Examples of Duties

Responsible for the maintenance and management of division multi-skilled matrices. Analyzes matrix skills competency qualifications to ensure that they are relevant and current. Coordinates with division management on core skill needs and then works with division team leaders to schedule and perform on-hand competency demonstrations. Regularly reports matrix updates to the division manager and leadership team.

Maintains quality by establishing consistency and the integrity of the skill competency evaluation and demonstration process.

Assists team leaders with on-boarding new employees. Ensures that they get all appropriate gear, PPE, and equipment, to perform their job duties properly and safely. Assists new employees with setting up required training sessions such as defensive driving, ICS courses, maintenance of traffic courses, etc. Maintains division employee recertification dates for various trainings and certifications required for their job duties.

Assists Team Leaders/field personnel with implementation of department/divisional safety programs including correction of hazards identified by employees.

Reviews current preventative maintenance schedules and helps vehicle coordinator to ensure proper inspection and maintenance of vehicles and or equipment. Including the oversight of the weekly/monthly Vehicle Inspection (VIR) Forms. 

Serves as a technical advisor for safety committees and incident review panels.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: occupational hazards and safety precautions, standard practices, methods and materials required in transportation and stormwater operations; component parts and safe operating principles of associated equipment; placement of reflective cones and barricades related to Maintenance of Traffic (MOT) set up: grading of earth for roads and road shoulders and loading earth and other loose material into trucks; trenching/excavation and potential confined space hazards related to transportation and stormwater work.

Ability to: interpret and work from blueprints, sketches or specifications; make simple arithmetic computations; follow oral and written instructions; have the ability to work in Microsoft applications for tracking and reporting purposes.

Skill in: project management and analytical processes; presenting the benefit of safety and loss prevention to all levels of the organization; establishing and maintaining effective working relationships with department managers, supervisors, peers, representatives of training agencies, and others; using computers in an administrative environment; data entry.

Minimum Qualifications

Graduation from an accredited high school with two (2) years of experience in a team lead role or four (4) years of experience as a journeyman working in a public works related setting, preferably with utility construction and maintenance experience; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of:

  • A valid Florida driver’s license required. 
  • Advanced Maintenance of Traffic (MOT) certification within 6 months of employment.
