Introduction

Vision Zero is the City's commitment to eliminate transportation-related fatalities and life-altering injuries. This is responsible professional work involving Quick Build project coordination with city departments, user groups, and consultants in matters relating to Quick Build construction projects.

Nature Of Work

The work of an employee in this class focuses on the coordination of Quick Build, or “rapid response” projects, as part of the City’s Vision Zero commitment to eliminate transportation-related fatalities and life-altering injuries.  Duties of the employee are of considerable difficulty and include coordination of the development of engineering concepts and plans, constructability reviews, handling of contractor requests for information, dispute resolution, and coordinating preparation of change orders.

Under general direction, the employee exercises considerable initiative and independent judgment in assessing situations, obtaining necessary information, drawing conclusions, and recommending courses of action to meet program needs, objectives, and goals. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Coordinates and participates in the development of multiple Quick Build project installations using measures such as street murals, lane markings, flex posts, rubber curb, traffic signal timing changes, and other materials which support rapid implementation of safety improvements.

Provides project coordination with city departments, external stakeholders, and consultants in matters relating to Quick Build project planning and construction; collects and analyzes data; inspects or reviews work in progress to make sure that new construction and renovation work complies with plans and drawings and that the construction proceeds in accordance with schedules; reviews and checks for accuracy the progress reports submitted by contractors and city inspection personnel; consults with project managers in developing scope of work, specifications, and drawings for change orders; reviews field information from projects to ensure that work is consistent with engineering plans.

Confers with engineers, planners, and contractors relative to projects; analyzes results, monitors progress, evaluates changes, and negotiates change management implementation; reviews and advises of significant changes requested by contractors or client departments.

Coordinates preparation, implementation, filing and retrieval of a variety of engineering drawings, documents, and records; analyzes data and prepares reports and correspondence related to engineering activities.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: engineering methods, practices and procedures as they apply to the design and construction of new facilities and the alteration/renovation of existing facilities; construction and design codes, City ordinances, state and federal regulations governing roadway design and the preparation and interpretation of construction plans and specifications; project construction invoicing, materials and labor analysis, and delivery and payment procedures.

Knowledge of: engineering drafting and design methods, practices, and techniques.

Ability to: read, understand, and interpret construction related documents; prepare a variety of documents in correct technical format, terminology, and phraseology; establish and maintain accurate technical operating records and prepare clear and concise oral and written reports; establish and maintain effective working relationships with employees, contractors, engineers, architects, and the public; plan and coordinate projects to determine compliance with plans and specifications; analyze plans, specifications, and other technical materials and draw sound conclusions; organize in report form and present sound recommendations effectively, both orally and in writing.

Physical Requirements

Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering, architecture, or business administration, or a related field and one (1) year of experience in the development and administration of capital improvement projects and or an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
