An employee in this class is responsible for participating in a variety of Vision Zero engineering assignments of more than average difficulty. This employee will often, under direction, lead engineering design activities for transportation safety improvements, support planning projects, implement or adhere to regulatory and policy amendments, coordinate various phases of the planning process, community engagement, and participate in the analysis of municipal conditions/needs and development of plans.

To perform assignments effectively, employees must possess considerable knowledge of transportation engineering and city and regional planning principles and practices and possess or be capable of readily acquiring knowledge of broad program or subject areas associated with assigned specialty. Under general direction, employees exercise considerable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives, and goals. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Participates in design and construction of multimodal transportation safety projects which further the City’s commitment to Vision Zero; prepares and revises preliminary designs, cost estimates, and project recommendations for inclusion in planning and design functions; participates in inspection of construction jobs, as required; provides input into submission of final "as built" plans and for maintaining and updating municipal records in the assigned area.

Supports implementation of the City’s Vision Zero Action Plan through collaborative process with internal and external stakeholders. 

Coordinates and contributes to the planning and design of capital projects to ensure that they support the City’s Vision Zero commitment and improve safety for all road users.

Leads design and implementation of “rapid-response” installations using measures such as lane markings, flex posts, and traffic signal timing changes.

Researches means and methods for Quick Build materials selection and construction protocols; periodically updates the City’s Streets Design Guide to ensure design standards reflect industry best practices related to protecting the most vulnerable road users.

Assures that members of the public are provided with access to timely, accurate, and precise information related to Vision Zero policies, programs, and projects; participates in departmental public relations efforts; assists with the coordination and development of key program and project messaging; disseminates general information to neighborhood leaders, advocacy groups and the public through grassroots outreach.

Maintains excellent working relationships with a diverse range of neighborhood/civic associations, advocacy groups, and members of the public; collects input from stakeholders on transportation issues; facilitates a two-way flow of information between external groups and internal team members.  

Supports departmental public education efforts related to Vision Zero in the promotion and dissemination of critical transportation safety messaging through neighborhood and community partnerships and other means.

Supports setting performance targets for the Vision Zero program in coordination with internal team members; supports monitoring and tracking performance of the department; analyzes and summarizes data; provides reports on a regular basis.

Reads and interprets technical drawings and diagrams; prepares bid specifications and engineer’s estimate for project contracts; determines bid items and quantities for project contracts; performs calculations and prepares detailed geometric design of roadway projects; prepares design of construction-related maintenance of traffic plans and construction phasing for inclusion in Vision Zero project plans.

Performs related work as required.

Considerable knowledge of: principles and practices of transportation planning and engineering, bicycle/pedestrian transportation, complete streets, transportation planning, urban design, traffic safety, traffic enforcement, and construction.

Ability to: coordinate and review the work of others engaged in a variety of engineering assignments; plan, design, and prepare complete engineering plans and specifications for Vision Zero; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear, and concise reports, both orally and in writing; train others in the assigned area, as well as establish and maintain effective working relationships with employees, officials and the general public.

Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably Civil Engineering, or a related field, and three (3) years of post-degree engineering experience in Traffic engineering with Professional Engineer license;

-OR- 

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably Civil Engineering, or a related field, and in possession of Fundamentals of Engineering (FE) designation, with five (5) years of post-degree Traffic engineering experience. 

· Possession of a valid Florida driver’s license.

· Registration as a Professional Engineer in the State of Florida or Fundamentals of Engineering (FE) Designation
