Introduction

This is lead semi-skilled construction, maintenance and repair work.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing lead and semi-skilled tasks of more than average difficulty in construction, maintenance, and repair at Water Distribution, Collections or Stormwater. Employees operate power tools, drive heavy trucks, and operate small, medium and some heavy equipment. Under occasional supervision, the employee exercises initiative and independent judgment in performing assigned tasks. Some positions might require the employee to perform tasks of a hazardous nature and to work shifts. Work is reviewed while in progress and upon completion through observations, reports, and results obtained.

Examples of Duties

Performs lead and semi-skilled tasks related to construction, repair and maintenance; repairs water/sewer/stormwater main lines; relines or replaces damaged manholes; replaces damaged water services; constructs new manholes up to 5’ in depth; repairs/replaces/constructs headwalls (SW only).

Checks elevations for proper grade; excavates areas to proper elevation; pours and finishes concrete; restores area to its previous condition including asphalt pavement, sod installation and concrete work.

Repairs and replaces house connections; installs and operates a well point system; assists in the operation of TV equipment; repairs/replaces inlet tops (SW only); bleeds, performs minor repairs and replaces air valves, installs clean-outs, and cleans house connections with 5 yd jetvac unit (Coll only); inspects and repairs gate and plug valves; disconnects and restores services and installs plug valves; operates portable TV camera; set up and install saddle and valves on sewer force main tapings.

Perform installation and repairs of water mains, valves, hydrants and services; performs maintenance of meters, fire hydrants valves, and backflow devices (Water Distribution only).

Gathers data and information; reviews work assignments; generates and completes work orders; maintains records and prepares reports as needed; assists in compiling and verifying items for contractor payments.

Functions as lead worker; assigns and reviews work of other team members; trains other personnel.

Estimates material, labor, chemical, and equipment requirements for daily tasks; acquires necessary equipment and materials needed daily.

Conducts and documents job safety requirements.

Utilizes the following: hand and power tools; forklifts; flatbeds; payloaders; skid steer loader (SW only); 5 and 10 yd. dump trucks; survey levels; street sweepers and 5 yd inlet cleaner (SW only); ditch master; sewer pipe lasers; directional drilling equipment (Water Distribution only).

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: valves and keys; proper safety practices; wastewater collection pump station operations (Coll only); stormwater pump station operations (SW only); bypass pump installation; computer skills; customer service skills.

Ability to: understand and follow oral and written instructions; read and interpret Sanitary Sewer/Stormwater/Water atlas; read and interpret construction plans and specifications; drive and work safely; perform work requiring physical strength; work in confined spaces; operate small, medium and some heavy equipment; work in a team atmosphere; lead team members; train other personnel; assign and review work of others; be a self-starter, try new ideas and acquire and maintain skill flexibility; communicate effectively orally and in writing; maintain records and write reports; deal with and resolve conflict within a team; be courteous under pressure; establish and maintain effective working relationships with co-workers and general public.

Skill in: the use of basic hand and power tools; the use of small and medium equipment; driving heavy trucks.

Minimum Qualifications

Graduation from an accredited high school, technical or vocational school and two (2) to five (5) years of experience – must meet the Level 2 Skills Matrix within six (6) months; or, if already employed at Water Distribution, Collections or Stormwater, must meet Level 2 Skills Matrix.

Licenses or Certifications

Possession of a valid Florida Commercial driver’s license, Class “A” (with tanker endorsement for Coll and SW only).

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
