Nature Of Work

An employee in this class is responsible for planning, coordinating, scheduling, and reporting of work activities of multi-skilled work teams, contractors, and consultants to provide cost-effective services within the Water Engineering Team. Employee initiates and maintains contracts to ensure availability of required equipment and resources. Under general supervision, the employee performs tasks of more than average difficulty requiring the exercise of reasonable initiative and independent judgment. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Plans work activities for work teams; prioritizes construction projects; identifies planned work activities; prioritizes, schedules, and coordinates resources; coordinates work and training needs with team leaders, training coordinator, Project Coordinator, support groups, and leadership.

Implements and maintains work through an asset management work system. Generates reports and metrics to monitor and identify performance. Analyzes and identifies process improvements. Recommends process improvements through reports, presentations, and verbal feedback.

Establishes and implements strategic, cost-effective, long-range planning procedures and effective coordination of resources; coordinates monthly and as-needed planning meetings.

Ensures availability of required personnel and equipment; stages equipment for planned work; prepares requisitions for procurement; acquires materials with credit card; coordinates with procurement specialist on high-dollar purchases; coordinates repair and maintenance of equipment with work teams, contractors, and vendors; prepares budget recommendations for equipment and services.

Maintains effective communication and coordination of resources between work teams, contractors, vendors, and leadership team.

Monitors material/supply inventory.

Reviews and approves work orders for scheduling; prepares and distributes monthly forecast reports; prepares end of month performance reports; monitors and analyzes backlog for scheduling; maintains asset management database; organizes and categorizes workload backlog requirements.

Evaluates the following: Job/Project costing. Compare self-performance to contracted services. Production rates including cost per linear foot for various pipe sizes. Actual/Projected monthly expenditures. Average installation timeframes for various work categories.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: division processes; CMMS; Asset Management; GIS ; etc.; equipment/vehicle maintenance requirements; predictive maintenance systems; inventory system; purchasing system; contractual methods; city budget process.

Ability to: organize; establish and maintain effective working relationships with other employees, contractors, City department representatives, and vendors; interpret contract specifications; read atlas, as-built plans and construction plans; read and interpret specifications; gather and analyze data to make recommendations.

Skill in: computers (Access, Excel, Word, reporting software); records keeping; communication; human relations.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of experience in procurement, scheduling projects, working with CMMS, asset management and/or performance tracking; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid driver’s license may be required.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
