Introduction

This is a responsible professional and supervisory position involving many aspects of Asset Management and Planning related to a water utility, projects, planning, and related functions.

Nature Of Work

The employee in this class is responsible for the proactive management and leadership of a Water utility infrastructure Asset Management Program. Responsibilities include program planning, design, development, implementation, and analysis, database maintenance, utilizing a computerized maintenance management system.  This position will require self-directed work, problem solving, and communication skills.  Under general supervision, the employee develops, implements, and maintains many elements of the asset management program. Tasks are of more than average difficulty and require the employee to possess a strong knowledge of Water planning techniques and asset management acumen.  Work is reviewed through conferences, presentations, and results obtained.

Examples of Duties

Lead an interdepartmental team tasked to plan, develop, implement, and maintain the Utility's Asset Management Program. This will include collaboration across multiple divisions and work groups within the Department and outside of the Department, Operations and Maintenance (O&M), Customer Service, Budget and Fiscal. The position includes extensive work with CMMS use and implementation/coordination & GIS, and an enterprise asset management software such as IBM Maximo, SAP, Passport, MaintScape, and City works.

Enables development of key Asset Management program documents, including Policy, a Strategic Asset Management Plan (SAMP), Asset Management Plan (AMP), and other Standard Operating Procedures to meet Asset Management program objectives.  Assists with developing, updating, and integrating various elements of asset management into the Utility's Master Plans or related planning studies.

Ability to provide training to city staff on variety of asset management topics.  Considerable Knowledge of Computer Maintenance Management Systems (CMMS) Knowledge of GIS databases.  Knowledge of project management processes, tools, and techniques. Understanding of municipal government water utility operations with knowledge of related functions and duties. 

Knowledge, Skills & Abilities

Considerable knowledge of: CMMS Systems maintenance methods, principles, and industry’s best practices of effective management; occupational hazards and necessary safety precautions required in a utility setting.

Knowledge of: Water utility process and procedures operation of pumps, motors, conveyors, hydraulic/pneumatic systems, and similar industrial mechanical equipment; equipment lubrication and maintenance, tools, materials, and equipment needed for equipment maintenance and repair.

Ability to: Assist and coordinate the maintenance and repair of mechanical and electrical, and instrumentation equipment; supervise and evaluate job quality and systems performance; keep work records and prepare reports for supervisors and management; exercise individual judgment in managing day to day progress on tasks and projects; establish and maintain effective working relationships.

Skill in: Problem solving, various computer software adaptation and utilization, detailed planning, schedule development and management.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in industrial technology or related field, and a minimum of (3) years of experience in CMMS technical analysis, utility asset management, database management, information systems, and/or technical experience in a Water Municipality or related industrial field.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Certification as a Six Sigma Green Belt or higher.
