Introduction

This is responsible technical and professional work at the Advanced Wastewater Treatment Plant (AWTP) Division.

Nature Of Work

The employee in this class is responsible for ensuring reliable access and operation of all division computer and network systems at the AWT Plant Division. Under direction, the employee performs assignments of more than average difficulty requiring the exercise of considerable initiative and independent judgment. Work is reviewed through conferences; reports submitted and results obtained.

Examples of Duties

Coordinates systems and network maintenance; provides troubleshooting of network problems; identifies and corrects network problems; notifies appropriate network service provider for outside assistance; follows-up to ensure proper correction of problems; maintains and modifies system database.

Provides support to all divisional personnel for computer needs; trains divisional personnel; maintains and upgrades all divisional software; resolves connectability problems; performs hardware repair; provides applications training and support; manages user accounts and system security.

Serves as divisional liaison with all external support agencies; specifies and administers external service contracts; negotiates and administers service level agreement with Information Technology Services.

Maintains service records and recommends replacement; maintains database of repairs; analyzes information to develop recommendations regarding replacements; develops budgetary requirements for upgrades and repairs.

Maintains all documentation; maintains software licensing documentation; maintains physical inventory of spare parts, etc.; maintains fixed assets inventory of divisional hardware; performs systems back-ups; maintains historical archives.

Extracts and exports data; develops reports to meet user needs; responds to data request from external agencies; exports and imports data between internal systems.

Prepares quarterly performance report containing system availability, hardware and software failure and response times, projects, upgrades, software license status, hardware inventory, and system backup history.

Performs related work as required.

Knowledge, Skills & Abilities

Advanced knowledge of: troubleshooting techniques; current technology.

Intermediate knowledge of: network protocols and equipment; division's third party software packages and operating systems; PC repair.

Desirable knowledge of: city purchasing system; city budgeting system.

Advanced ability to: work independently.

Intermediate ability to: communicate with and train divisional personnel; negotiate and administer contracts and service level agreements; analyze data and prepare recommendations; collect and organize data into coherent reports.

Basic ability to: communicate with service providers.

Advanced skill in: organization; communication. Intermediate skill in: writing.

Accountabilities: quarterly performance report containing system availability, hardware and software failure and response times, projects, upgrades, software license status, hardware inventory, and system backup history.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree and three (3) years of experience in process control, maintenance and laboratory systems or one (1) year of progressively responsible experience in computer programming and systems analysis; or an associate's degree with five (5) years of experience in process control, maintenance and laboratory systems or one (1) year of progressively responsible experience in computer programming and systems analysis.

Licenses or Certifications

Possession of a valid drivers license may be required.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
