Nature Of Work

An employee in this class performs work of considerable difficulty while assisting the CBO/Construction Services Manager in the administration and enforcement of building construction ordinances and regulations relating to the review for Florida Building Code compliant construction, permitting and inspection of buildings, structures, improvements, or accessories thereto, including maintenance, alteration, or additions. Work is performed under managerial direction and requires a high degree of technical knowledge and the application of extensive initiative and independent judgment. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Assists in overseeing building and site plan review and permitting processes for compliance with building codes, stormwater, transportation, zoning, and landscape codes; develops procedures for the issuance of electrical, building, plumbing, mechanical, landscape, transportation, stormwater, and zoning permits for all structures; develops procedures for the review process for building and site.

Coordinates the workflow for plans examination process and examination of commercial, industrial, and residential construction and building plans for structural adequacy and compliance with codes and ordinances.

Develops and manages a quality assurance program.

Oversees a training protocol for technical and administrative personnel.

Leads and/or participates in the implementation of special projects and initiatives aimed at improving overall service delivery at the department.

Confers with reviewers and others to evaluate status of work projects and provide guidance and direction. Meet with attorneys, architects, contractors, engineers, and developers regarding compliance with codes, building construction requirements, materials and practices; performs reviews of building construction projects which may have difficult problems involved.

Works with other stakeholders to help implement and manage a performance tracking function for the department; produces performance measures and service delivery reports for key performance indicators such as, but not limited to, permits issued, plans reviewed, inspections made, and revenue generated.

Participates in the assessment of new and amended code provisions related to construction.

Prepares correspondence; assigns, develops, and evaluates employees; assists in the preparation and management of unit budget.

Participates in planning, directing, and overseeing the activities of the division; provides technical assistance to the division.

Serves as liaison to other City departments and external governmental officials and agencies.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: Construction practices in the building industry, with particular emphasis on residential and commercial construction; Florida Building Code compliance, FEMA Flood Plane management, and other relevant building, zoning, and related land development codes and ordinances.

Considerable knowledge of: Contemporary management practices and procedures; application of data processing to office operations, including record maintenance

Ability to: Read and interpret building materials and construction standards, plans, blueprints, and specifications; enforce code requirements with firmness, impartiality, and effective public relations; plan, assign, direct, and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials and employees, contractors, architects, engineers and developers, and the general public; plan, organize, and refine operating procedures; set clear objectives, and measures and monitor process, progress, and results.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Possession of a Standard Building Plans Examiner license as issued by the Florida Building Code Administrators; FEMA Floodplain Management Certificate or ISA Arborist Certificate is strongly preferred.
