Introduction

This is responsible construction professional and supervisory work involving large scale project coordination with city departments, user groups and consultants in matters relating to construction projects.

Nature Of Work

The work of an employee in this class focuses on the coordination of multiple large scale project types, including but not limited to multi-family residential, office buildings, hospitals, educational, parking garages, parks, and various multi-story mixed use facilities types. Duties of the employee are of considerable difficulty as they make their way through permit application intake, plan review, permit issuance, construction inspections, and finally certificate of completion or certificate of occupancy. Under general direction, employee exercises considerable initiative and independent judgment in assessing situations, obtaining necessary information, drawing conclusions, and recommending courses of action to meet project needs, objectives, and goals. The position, in its liaison capacity, seeks to achieve policy, procedural and regulatory resolution through the use of alternative and standard codes and policy solutions. Employee develops and maintains business process programs, customer services support tools, project management tools and business flow procedures. Because public contact is an integral part of the job, the employee is required to exercise considerable tact and courtesy.

Examples of Duties

Duties of the employee are of considerable difficulty and include coordination of the review of permit drawings and supplemental drawings, handling of pre-applications, preliminary plan review and pre-construction meeting requests, dispute resolution, and coordinating preparation of certificates of occupancy.

Serves as a liaison between the customer and the City of Tampa regulatory departments in the development of multiple residential and commercial project types, including but not limited to multi-family residential, office buildings, hospitals, educational, multi-story parking garages, bridges, parks, and various mixed use facilities types; coordinates and participates in the development of large scale projects; creates a knowledge base of project information to help the customer; creates online customer services support tools, maintains and updates the department’s website and resources information to help customers navigate the permitting process.

Develops creates and adheres to standard operating procedures and process guides; develops best practices and tools for project coordination and processing; effectively applies standard methodologies to enforce project standardization; creates strategic documentation and presentations on best business practices as it applies to the core mission of the Department.

Plans, develops, coordinates, and manages multiple business projects and acts as liaison on technology projects.

Recommends, implements, and monitors business support and enhancements to achieve the vision and core mission of the department.

Coordinates with the appropriate City team supervisors to ensure expeditious plan intake and assignment, expeditious plan review and, timely inspections; facilitates problem resolution with regulatory departments staff to ensure that the project moves through the process with minimal difficulty; facilitates meetings with city staff, developers, architects, engineers, and contractors, as warranted, to resolve site and building project concerns and to ensure overall project coordination, up to and including, the issuance of the Certificate of Occupancy/Certificate of Completion; communicates project expectations to customers and city staff; leads courtesy preliminary evaluation meetings to provide information regarding municipal codes and plan review policies and procedures.

Participates in developing procedures and policies; coordinates / promotes transparency and process improvement by coordinating quarterly meeting with developers, general contractors and design professionals; prepare presentation for quarterly meeting; participates in development coordination review meetings; Assists the Construction Services Manager in coordinating with consultants and various user departments; provides requested information to members of City Council, Variance Review Board and other variance approving boards as instructed; prepares and presents reports as required; keeps informed of ordinances, laws, statutes, etc. that affect the site and building plan review operations; continuously seeks opportunities to increase customer satisfaction.

Oversees and coordinate activities of personnel assigned to large scale projects.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: construction methods, practices and procedures as they apply to the design and construction of new facilities and the alteration/renovation of existing facilities; construction and design codes, City ordinances, state and federal regulations governing building construction and the preparation and interpretation of construction plans and specifications.

Ability to: read, understand, and interpret construction related documents; prepare a variety of documents in correct technical format, terminology and phraseology; establish and maintain accurate technical operating records and prepare clear and concise oral and written reports; establish and maintain effective working relationships with employees, contractors, engineers, architects and the public; plan and coordinate projects to determine compliance with plans and specifications; analyze plans, specifications and other technical materials and draw sound conclusions; organize in report form and present sound recommendations effectively, both orally and in writing.

Minimum Qualifications

Graduation from an accredited college or university with a master’s degree in construction management, engineering, architecture, or business administration, and three (3) years of experience in the development and administration of large-scale projects, to include two (2) years of supervisory experience, OR a bachelor's degree and five (5) years of progressively responsible experience in the development and administration of large-scale projects, to include two (2) years of supervisory experience.

Licenses or Certifications

Possession of a valid Florida driver’s license is required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
