Introduction

This is complex administrative work assisting the CRA Director with implementation, monitoring and evaluation of economic development initiatives and programs, economic research, and community/urban planning. Employees in this class serve in a supervisory capacity over employees in the Economic Development Specialist I and II classes focusing on writing, structuring, and implementing redevelopment programs and processes.

Nature Of Work

Work requires the exercise of considerable initiative and independent judgment with focus on the diversification and expansion of the tax base, coordination of infrastructure and service enhancements, and maximizing development/redevelopment potential. Tasks are of more than average difficulty and involve extensive contact with government officials and public/private entities (e.g., Community Redevelopment Agency, City Council, financial institutions, real estate representatives, and private community development agencies). Under general supervision, employees coordinate and develop recommendations for the funding of capital programs, development incentives, and implementation of area strategic action plans. Duties require a high degree of tact and courtesy in dealing with a variety of private and public contacts. Assignments cover a wide spectrum of highly complex tasks, which include major administrative and fiscal functions. Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force on a recurring basis, or routine keyboard operations. The job risks exposure to no significant environmental hazards. The job requires normal visual acuity, and field of vision, hearing, speaking, color perception, depth perception, and texture perception.

Position may be required to work alternate hours as necessary.

Examples of Duties

Supervises complex grant administration and monitoring involving the implementation of formally adopted community redevelopment area plans within the City of Tampa’s nine (9) Community Redevelopment Areas (CRAs).

Monitors and tracks redevelopment agreements.

Coordinates local government’s role in advising and negotiating development initiative proposals on public participation, site selection, financing opportunities; performs financial analysis, feasibility studies and other research; compiles data and prepares reports reflecting implementation recommendations.

Analyzes and researches files and other records for needed information; provides information to the public by phone regarding the department’s operation in order to facilitate their understanding.

Acts as team leader on a project basis to facilitate project completion.

Participates in discussions of pre-construction meetings to exchange information, make recommendations, etc.; conducts field investigations/surveys to collect information/evidence when necessary.

Oversees economic development projects to ensure compliance with applicable contracts, city, county, state, federal codes, ordinances, and laws; makes periodic visits to locations to determine adherence to procedures and solve problems; meets with the public to market development programs; attends meetings to plan development proposals.

Schedules, budgets, and allocates resources for assignments and desired objectives.

Formulates operational policies and procedures for functions and projects.

Supervises Economic Development Specialists I & II and/or CRA support team; directs project consultants and contractors.

Researches, proposes, tests, and implements innovative approaches to conducting projects to enhance quality and cost effectiveness.

Ensures that projects are appropriately equipped with sufficient staffing and financial resources to optimize achievement of project goals and schedules.

Recommends training, selection, promotion, discharge, and other appropriate personnel actions.

Uses coaching and development to build a diverse pipeline of highly qualified talent and future leaders.

Establishes and maintains lines of communication and coordinates with City departments, property and business owners, appropriate Federal, State, and local agencies.

Provides clear and timely communications on all relevant business and people issues as they impact operations, customer service and quality of life.

Represents the CRA when interacting with public officials and organizations.

Promotes world-class customer service by being accessible and responsive, anticipating customer expectations, delivering innovative and resourceful solutions, and building partnerships within the community.

Remains well-informed of innovative practices in the field of community redevelopment.

May be required to work alternate hours as necessary for the efficient operation of the department.

Performs other related duties as assigned. 

Knowledge, Skills & Abilities

Knowledge of: the principles of urban planning and neighborhood redevelopment practices; economics, public finance and other fields applied to City planning; finance, budgeting, and general accounting principles; local real estate market; real estate transaction law.

Ability to: communicate clearly and concisely, verbally and in writing; demonstrate professional resiliency, agility, and the willingness to adapt in environments with ongoing changes and competing demands; anticipates and plans for contingencies; conduct project analyses and to analyze and formulate recommendations based upon such studies; evaluate and supervise the work of direct reports; develop and maintain effective working relationships with management, elected officials, other City departments, and the public; prioritize workload and complete projects in a timely manner.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s degree in public administration, business administration, or related field, and six (6) years of experience working in the field of community development, urban planning and redevelopment, real estate development, or real estate finance to include three (3) years of supervisory experience. Or an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Must possess and maintain a valid driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
