Nature Of Work

The employee in this class is responsible for performing highly responsible professional and supervisory work in urban/community planning, land development, and zoning activities.  Under general supervision, the employee assists in the supervision of land development and zoning initiatives.  The employee is required to exercise considerable initiative and independent judgment as well as tact and diplomacy in providing technical consultation to city officials, contractors, prospective builders, property owners, and other interested groups concerning various phases of the planning process.  The employee will serve as lead author and point of contact for the comprehensive review of current City of Tampa Land Development Regulations.  The employee performs such personnel administration tasks as completing performance evaluations and recommending merit increases.  Tasks are of more than average difficulty and required the employee to possess knowledge of land use planning techniques and legal terminology.  Work is reviewed through conferences, presentations, and results obtained.

Examples of Duties

Directs activities of subordinates engaged in zoning section activities; coordinates review of land development and zoning proposals; administers zoning code provisions; coordinates zoning changes and/or variances.  

Supervises and participates in researching, formulating and drafting zoning, subdivision and land development codes, ordinances, and regulations; determines and analyzes regulatory needs and problems; evaluates existing zoning codes; presents recommended codes, ordinances, and regulations to appropriate managerial personnel; recommends modifications to comprehensive plans pertinent to land use activities.  

Supervises and participates in examination of general commercial, industrial, and residential construction site plans to assure conformance to applicable zoning code and regulations; oversees and participates in provision of technical advice and information to city officials, contractors, land developers, property owners, and the general public regarding municipal zoning code contents and interpretations; supervises and participates in zoning adjustments and appeal processes.  

Supervises professional, technical employees to include completing performance evaluations, recommending hirings and promotions, administering discipline, and approving leave requests.  

Develops short-range plans; interfaces with legal department.    

Performs related work as required.  

Knowledge, Skills & Abilities

Considerable knowledge of:  content and interpretation of municipal zoning codes, regulations, and related ordinances; laws, rules, and regulations governing zoning code enforcement; building codes and ordinances.   

Working knowledge of:  the geographical layout of the city; principles and practices of land use planning; legal terminology; methods and techniques of research, data compilation, analysis, and documentation; effective supervisory techniques.   

Ability to:  develop short-range plans; collect, assimilate, analyze, and interpret data; formulate sound recommendations; prepare and effectively present oral and written reports; plan, assign, supervise, and review the work of others; interpret municipal zoning codes tactfully and impartially; establish and maintain effective working relationships with legal department staff, city officials, contractors, and others.

Minimum Qualifications

Graduation from an accredited college or university with a master’s degree in urban planning, business or public administration or any closely related field with three (3) years progressively responsible experience in urban planning, zoning and/or land development preferably with six (6) months of supervisory experience; or Graduation from an accredited college or university with a Bachelor's degree in urban planning, business or public administration or any closely related field with four (4) years progressively responsible experience in urban planning, zoning and/or land development preferably with six (6) months of supervisory experience

Licenses or Certifications

Possession of a valid drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
