Introduction

This position is responsible for customer service and technical work involving processing applications for wastewater service for residential and commercial projects and other utility accounting support functions.

Nature Of Work

The employee in this class is responsible for performing tasks of more than average difficulty, providing the first level of support for customers on the procedures and requirements for obtaining wastewater service for residential and commercial projects including how to apply and permit applications for wastewater service.  Work will require complex record keeping; administrative and financial activities; and related support duties. The exercise of reasonable initiative and independent judgment is required in the interpretation of permitting requirements and regulations.  Because public contact is an integral part of the job, considerable tact and courtesy are required. Work is performed under general supervision with assistance available from higher level technical/professional personnel in dealing with problems and technically demanding questions.  Work is reviewed through observation and spot checking of documents processed.

Examples of Duties

Discusses with and provides guidance and information to customers on how to apply for and permit applications for wastewater service for both residential and commercial projects; explains policies, procedures, codes, rules, regulations, etc. to co-workers, consultants, and the general public; accepts wastewater service applications and required documents needed for approval and issuance of residential and commercial building permits or utility applications for service; verifies documents to ensure that such requirements as legal description, address, contractor, explanation of work to be done, engineer or architect’s seal; verifies and completes applications and releases holds on permit issuance, certificate of occupancy, and certificate of completion for new construction,  remodeling, additions, demolition, and site clearing; calculates, invoices, and collects applicable fees for commercial and residential projects

For residential projects, performs application completeness reviews, reviews records to determine availability of wastewater service, determines requirements for completing connection, accepts applications for utility services, determines applicable utility fees and credits, issues commitments to provide utility services.

Serves as residential and commercial permitting liaison between the Wastewater Department, the Construction Service Division, and other agencies.

Reviews project closeout documents for completeness and accuracy of developer installed public wastewater facilities projects including review of record drawing PDF and CAD files.

Creates utility service accounts, reviews utility account history and existing infrastructure, establishes location classifications for monthly utility bill; confirms and corrects utility account information.  

Creates and processes service orders to determine availability of wastewater service and requirements to establish service.

Places and removes holds on projects requiring building permits.

Provides atlas and as-built information to assist customers, engineers, and developers on the availability of wastewater service and improvements needed to provide service to proposed projects.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: standard office practices and procedures; Microsoft Office applications

Working knowledge of: utility accounting; utility construction permitting; municipal rules, regulations and ordinances relating to commercial wastewater service. Some knowledge of basic building and utilities construction; regulations relating to wastewater services.

Ability to: read and interpret plans and applications and provide guidance to customers; perform basic mathematical calculations with accuracy; read and comprehend codes and requirements; complete forms and other documents; establish and maintain effective working relationships with other employees, officials, developers, engineers, and the public.

Minimum Qualifications

Graduation from an accredited high school and three (3) years of administrative or technical experience (drafting, surveying, plans review or other construction technology) to include permit processing and support; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
