Accepts applications and required documents submitted for
approval prior to issuance of residential and commercial building permits or
utility applications for service; verifies documents to ensure that such
requirements as legal description, address, contractor, explanation of work to
be done, engineer or architect’s seal; computes square footage of work to be
done; verifies and completes applications and releases holds on permit
issuance, certificate of occupancy, and certificate of completion for new construction, remodeling, addition, demolition, and site
clearing; calculates, invoices, and collects applicable water fees for
commercial and residential projects such as water connection fees, CIAC,
capacity, installation, and inspection based upon an established fee schedule.
Performs application
completeness reviews for residential projects, accepts applications for utility
services, determines applicable utility fees and credits; issues commitments
for utility services, reviews plans for compliance with technical standards.
Performs application
completeness reviews for commercial projects; accepts applications for utility
services, determines applicable utility fees and credits; issues simple meter installations.
Attend Design Review
Compliant meetings.
Serves as residential
and commercial permitting liaison between the Water Department, the Wastewater
Department, the Department of Growth Management, Hillsborough County
Development Services, the Hillsborough County Environmental Protection
Commission, the Florida Department of Health in Hillsborough County, and the
Florida Department of Transportation; receives and processes applications for
utility services for residential and commercial projects in order to establish
utility services for the project, collect related fees, and place and release
holds on building permits.
Reviews closeout
documents for completeness and accuracy of developer installed public water
facilities projects including review of record drawing PDF and CAD files,
transfer of ownership, review of backflow testing compliance, confirm receipt
of all water fees, processing of water meter service order sheets.
Creates utility service
accounts including customer move ins, initiate and resolve service orders, set
utility services, review of utility account history and existing
infrastructure, establish location classifications for monthly utility bill;
review applications and process applications for portable hydrant meters;
confirm correct address for utility account.
Attends Design Review
Compliant meetings.
Update City’s GIS
database to create utility address points for monthly utility bill.
Provides atlas and
as-built information to assists customers, engineers, and developers on the
methods and improvements need to provide utility service to proposed projects.
Performs fields visits and
site investigations as needed.
Reviews and inspects building, site, and utility plans and
documents for accuracy for both commercial and residential projects
Operates a computer to prepare correspondence, issue permits,
create and maintain records and reports.
Considerable knowledge of: standard
office practices and procedures; Microsoft Office applications.
Working knowledge of: utility
construction permitting; municipal rules, regulations, and ordinances relating
to utility services. Some knowledge of: basic building and utilities
construction; state regulations relating to utility services.
Ability to: read
and interpret plans and applications, provide guidance to utility application customers;
read and comprehend codes and requirements; complete forms and other documents;
Read and interpret engineering plans, and specifications; analyze engineering data and draw
sound conclusions; develop skill in the use and care of engineering tools;
prepare and submit clear, concise reports both orally and in writing. Establish and maintain effective working relationships
with other employees, officials, developers, engineers, and the public.
Graduation
from an accredited high school or vocational school and two (2) years of
customer service or office staff in a construction/permitting setting; OR an equivalent
combination of training and experience.
Individuals who have gained experience of
permitting/construction in other positions preferred.
