Introduction

This is highly responsible supervisory and data systems analysis work.

Nature Of Work

Employees in this class are responsible for performing a variety of systems design and analysis tasks of considerable difficulty. Employees provide supervision over large departmental information technology sections and direct the work of lower level programmers and systems analysts. Under direction, employees participate in training programs to enhance their own knowledge and skills and conduct training for other staff in areas of personal interest and expertise. The completion of independent research and preparation of cost/benefit analyses require that considerable initiative and independent judgment be exercised. Employees also assist in the preparation of management initiated special projects and in the evaluation of software products. Work is reviewed through discussions, reports submitted, and results obtained.

Examples of Duties

Gathers information and documents current procedures; analyzes and evaluates operational procedures and production systems for automation; develops or modifies system documentation and user procedures; develops and/or modifies functional specifications.

Coordinates system conversion efforts between department and T&I, vendors or consultants; performs needed system conversion tasks.

Participates in training programs to improve and increase competencies; conducts training sessions for other staff; prepares and conducts user training programs.

Prepares test data and verifies system test results; consults with user, technical staff and functional project team members on questions; analyzes and resolves system problems; serves as user liaison in development and maintenance projects.

Engages in independent research and prepares and presents reports of findings; develops cost/benefit analyses.

Plans, assigns, supervises, and reviews the work of subordinates; completes performance evaluations, approves leave and training requests, administers discipline as needed, and serves as respondent in the grievance process.

Participates in technical system design from functional specifications; assists in evaluation of application software products; coordinates special administrative projects and assists in special projects developed by management.

Formulates logical statements of business problems and devises procedures for solutions, usually through computer systems.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: data processing and business functions; procedures and processes utilized in converting manual systems into automated systems.

Working knowledge of: instructional techniques employed in training subordinate and user personnel. Some knowledge of: data communications and teleprocessing concepts.

Ability to: train user and subordinate personnel; coordinate and monitor the work of others; analyze and document procedures; conduct research and prepare and present findings in a clear and concise manner, both orally and in writing; prepare procedures manuals and functional specifications; exercise administrative and organizational skills necessary to perform project staff and librarian duties; establish and maintain effective working relationships with others.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in computer science and three (3) years of experience in business systems (analyzing data and manual systems for data processing application), preferably including six (6) months in supervisory experience; or an equivalent combination of training and experience.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
