This is highly responsible supervisory and technical work in supervising technical support for local area network within the city.

Nature Of Work

An employee in this class supervises technical employees as well as contractual personnel who are responsible for network operations and service levels. Under direction, the employee works with network staff to define operational procedures, policies and priorities. This employee monitors network problem situations and communicates with departments to identify problem resolution timeframes. The employee works with technical and departmental staff to define, acquire and install appropriate equipment and services to meet the needs of the city. Work is of considerable difficulty and includes coordinating activities with other information systems sections and with users. Employee exercises considerable initiative and independent judgment in coordinating staff activities in the analysis of network problems and in the implementation of corrective action. The employee in this class may be subject to on-call status on a rotating schedule to provide 7 day/24 hour per day service and, at times, is required to work unusual hours to accommodate installation, maintenance and/or upgrading of city networks. Work is reviewed while in progress and upon completion through discussion, reports and user feedback.

Examples of Duties

Monitors status of open network calls received by the Help Desk; assigns projects and service requests for first and second level network problems to network staff, monitors task completion, and communicates with other city departments regarding the status of network projects and service requests; ensures that required equipment is ordered, delivered and available to support new projects, PC and server upgrades and local area network LAN) expansion; works with other city departments and technical staff to define operational procedures, policies and priorities; schedules 24 hour, 7 day a week network support for mission critical network services; oversees network operations including fault management, isolation, trouble-shooting, and resolution.

Works with city departments to define base level network capacity and volume requirements; coordinates the design and implementation for technology upgrades and new network services.

Supervises a variety of network expansion and technology upgrade projects; leads network section team meetings to ensure network staff are apprised of network operational procedures and priorities; coordinates the installation of PC upgrades, modifications, and other network devices; coordinates server hardware and Network Operating System (NOS) upgrades.

Performs personnel management tasks such as: employee selection; completion of performance evaluations; approval of leave and training requests; participates in the grievance and discipline process as required.

Participates in planning and policy development meetings, makes budgetary recommendations, reviews the network equipment acquisition, disposal and inventory process, and works with other city departments and technical staff to determine network capacity and infrastructure requirements for the City’s LANs.

Performs related duties as required.

Knowledge, Skills & Abilities

Extensive knowledge of: project management; supervisory techniques; network management techniques; network operations procedures and troubleshooting techniques; data network concepts.

Considerable knowledge of: distributed systems; client/server network interdependencies; network documentation software; PC hardware and software configuration; Novell, NT, and multi-protocol networks.

Working knowledge of: information systems and telecommunications technology; Local Area Network (LAN) services; network management software.

Ability to: acquire knowledge of new network technologies; establish and maintain effective working relationships with technical and departmental staff and others; manage large projects; train user and subordinate personnel; coordinate and review the work of others; communicate effectively, both orally and in writing; express oneself clearly and concisely.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in computer science or related field and three (3) years of progressively responsible experience in systems, telecommunications or network services; or an associate’s degree in computer science or related field and five (5) years of progressively responsible experience in systems, telecommunications or network services.

Licenses or Certifications

Certification in two of the three following specialties preferred: Novell CNE, Microsoft MCSE, or Cisco CCJE.


Possession of a valid Florida driver's license required.


During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
