This is highly responsible work in system and security administration across a variety of computer platforms.

Nature Of Work

An employee in this class is responsible for performing a variety of system and security administration tasks under Technology and Innovation (T&I) Desktop Services control. Work is of considerable difficulty and includes developing standards and procedures for system and security administration, email administration, coordinating T&I audit controls, and related tasks. Work is performed under direction across multiple computer system platforms, requiring the employee to interact with users and T&I technical personnel at various levels. The employee must be able to utilize a variety of automated products including some programming languages. Considerable initiative and independent judgment is required in performing assigned tasks, including lead worker functions and technical training. Work is reviewed through conferences and results obtained.

Examples of Duties

Develops, maintains, and administers security standards and procedures for the computer systems under Desktop Services control.

Serves as administrator of security on AS/400s, MVS, Netware servers, NT serves, UNIX systems, Internet access, physical (building) access, Magic, remote access and spare/ common resource management.

Provides email administration involving establishing new accounts, moving accounts for employee transfers and other related email tasks.

Coordinates T&I audit controls encompassing the production and review of security/audit reports; manages regular meetings used to communicate current issues and concerns and annual distribution and collection of security confirmation reports to update user information.

Assists in designing and developing security and control measures to address identified risks.

Trains and supervises T&I personnel to serve as back-up in security system activities; trains and provides on-going consulting assistance to departments in addressing security issues and in implementing security policies and procedures required to protect the City’s information assets.

Maintains records and prepares reports.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: data processing and business functions.

Considerable knowledge of: records keeping and office administration procedures; training methods and procedures; MVS, RACF, CICS, ROSCOE, TSO, Novell Netware, NT Software, Magic, Novell Groupwise, AS/400s, UNIX and other security related system environments.

Ability to: communicate effectively, orally and in writing; plan, organize and schedule work effectively; analyze problems, draw sound conclusions, formulate solutions, and implement computer security procedures without disrupting production environment; prepare technical reports and papers; establish and maintain effective working relationships with users, information technology personnel, and others.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in computer science and three (3) years of experience in computer security techniques and network software, or, an associate’s degree in computer science or related field and five (5) years of experience in computer security techniques and network software; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid drivers license may be required.


Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
